The Minister of Education, in exercise of the powers conferred upon him by paragraph 1 of Part IV of the First Schedule to the Local Government Act, 1958(a), hereby makes the following regulations:—
1. These regulations may be cited as the General Grants (Pooling Arrangements) Regulations, 1959, and shall come into operation on the first day of April, 1959.
2.—(1) In these regulations—
"the Minister" means the Minister of Education;
"general grants" has the meaning assigned to it by section 1 (1) of the Local Government Act, 1958; and
"recognised student" means a student recognised by the Minister as eligible for assistance from public funds towards his training as a teacher.
(2) Other expressions to which meanings are assigned by the Education Acts 1944 to 1953(b), shall have the same meanings for the purpose of these regulations.
(3) The Interpretation Act, 1889(c), shall apply for the interpretation of these regulations as it applies for the interpretation of an Act of Parliament.
3. Subject as hereinafter provided, every local education authority shall, at such times and in such form as the Minister may from time to time direct, notify the Minister of its estimated net expenditure, and actual net expenditure, in respect of each financial year on providing the following services:—
(a) the provision of primary, secondary and further education, other than courses of advanced further education as hereinafter specified, for pupils who do not belong to the area of any authority;
(b) (i) the establishment or maintenance of training colleges and art or technical training centres for the training of teachers;
(ii) the assistance of such colleges and centres as aforesaid as may be directed by the Minister under section 62 of the Education Act, 1944;
(iii) the provision, or assistance towards the provision, of other facilities as may be specified in directions given by the Minister under the said section 62;
