1. AFRICAN UNION
e 3rd Afr ica-EU Summit on the t heme ‘Investment, Economic Growth and Job
Creation’, was held from 29–30 November 2010 in Tripoli, Libya. e summit assessed
the progress made wit h regards to the Joint Africa-EU Strateg y established in Lisbon
in 2007 and t he Action Plan (2008–2010). It also saw the adoption of the Tripoli
Declaration as well as a Plan of Action for 2011–2013. In relation to the latter, specic
aspects of cooperation with regards to the eight thematic partnerships, including
one on d emocratic governance a nd human rig hts, were outlined . In relation to this
particul ar partnership, the centrality thereof to Africa-EU partnersh ip was highlighted
and three key priority areas identied for 2011–2013. e rst of t hese is the creation
of enha nced dialogue and cooperation at the global level and in international fora,
with the Africa-EU Democratic Governa nce and Human Rights (DGHR) Platform
for Dialogue slated to play a central role. e second priorit y is for cooperation in the
area of governa nce. e nal priorit y area identied is the strengtheni ng of cultural
cooperation including in the area of cultural goo ds. Echoing the t hemes outlined in
the Plan of Action, the Heads of State a nd Governments of Africa and the European
Union in the Tripoli Declaration expressed their u nity of pur pose in ght ing
impunity at both national and international levels and protecting human rig hts on
both continents. is instrument further stressed the importa nce of ensuring t hat
multilateral institut ions are the main fora for internat ional cooperat ion on issues
related to peace and secur ity, human rights a nd democracy and global governance.
e Department of Social Aairs of the African Union (AU) Commission in
collaboration with the Intergovernmental Authority on Development (IGAD), the
East Africa Community (EAC) and the I nternational Organisation for Mig ration
Special Liaison Mission (IOM/SLM) in Addis Ababa , Ethiopia, held a workshop on
operationalising the Ouagadougou Action Plan to Combat Tracking in Human
Beings, Especially Women and Children from 6–8 December 2010 in Djibout i, at
which agreement was reached on the roll-out of the implementation mechanism of the
Ouagadougou Action Plan. is workshop a lso saw the lau nch of the AU.COMMIT
