ABSTRACT
The following report details a media conversion project undertaken at Northum-
brian Water's Head Office based in Durham. Drawing on experience of a pilot
document image processing (DIP) system for invoices the project covers the Asset
Management Plan which is a detailed assessment of every company asset and its
business value as at 31st July, 1994. Although this was a genuine project it was
written up as an assessed piece of work for the University of Northumbria at New-
castle. It addresses subjects covered in the Non-Current Records and Media Con-
version Unit of
the
Information and Records Management Post Graduate Diploma
course.
The project was written specifically to show an appropriate level of un-
derstanding of the course unit - some points are deliberately stressed for
the purposes of the assignment.
1 INTRODUCTION
Northumbrian Water Ltd (NWL) is the principal water and sewerage
company in the North East of England. It serves a population of 2.6
million people and employs over 1400 members of
staff.
As a public utility the company is regulated by the Office of Water Serv-
ices (Ofwat) in order to maintain compliance to EC and UK standards and
to monitor costs in terms of charges to the customer and operating costs.
To control the charges to the customer the regulator is responsible for setting
a figure every 5 years which determines the annual capital expenditure for
the company. In real terms this figure, referred to as the 'K' factor, is that
percentage which can be added to water bills over and above inflation.
