It is with great sadness that we have to announce that on 29 November 2010 Professor
Peter R. Baehr, editor in chief of t he Netherlands Q uarterly of Huma n Rights from
1990 until m id-2007, suddenly and unexpec tedly passed away. e editorial boa rd of
the Netherlands Quarterly of Human Rig hts has lost in him not only a key source of
inspiration, but most of all a wonderf ul person and a great friend.
It is no easy feat to do justice to Peter Baehr’s impressive c areer, which spans over 50
years of versatilit y.
Aer completing his stud ies at the University of Amsterdam and the Georgetown
University, Washington DC , Peter Baehr be came a sta member of the Institute for
Political Science at the University of Amsterdam in 1961. At that same Universit y
he was in 1969 appointed as Professor International Relations. In 1976 Peter Baehr
changed academia for policy ma king, when he joined the Scientic Council for
Government Policy in e Hague, rst as Executive Secretary until 1982 a nd then as
a member until 1987. At the end of that period he made his rst st rides back to the
university as Cleveringa Professor at Leiden University in 1986–1987 and Professor
of Human R ights at Utrecht University from 1990 until 1998. In this latter capacity,
Peter Baehr simu ltaneously was the Director of the Netherla nds Institute of Huma n
Rights (SIM) at Utrecht University and, in addition, in 1995 became the rst Dire ctor
of the Netherlands School of Human R ights Research.
e preceding sketchy outline of Peter Baehr’s career bears out a number of things.
