Introduction
INFLIBNET's annual convention
International CALIBER ± 2004 was
held at Jamia Millia Islamia, a
Central University in New Delhi, 11-
13 February 2004 with the theme,
``Road map to new generation of
libraries using emerging technologies.''
The inaugural session started with
welcome address by Shri Syed Shahid
Mahidi, the Vice Chancellor of Jamia
Milia Islamia and introductory
remarks by Dr T.A.V. Murthy, the
Director of INFLIBNET Centre.
Professor Yash Pal, National Research
Professor and ex-Chairman of UGC
delivered his address and pointed out
that the architecture of information is
more important than what is available
on the Web. He suggested the
librarians and academicians work for
a globalized information environment
where all can share and exchange
their information with each other.
Professor Arun Nigavekar, the
chairman, UGC and the chief guest, in
his inaugural address revealed UGC's
objective of bringing technology to
classrooms. He told that the success of
UGC Infonet (UGC's new initiative to
network Indian Universities) and the
e-journals initiative would be visible
only if the changes are happening at a
grass root level of education and
research. Automatic change in the
mindsets of academicians is the need of
the hour. He urged INFLIBNET to
conduct orientation and awareness
programmes on IT and Internet use,
across the country and educate
academicians and students. He also
released the conference proceedings
and for Professor S.G. Mahajan, a
felicitation volume. Dr T.A.V. Murthy
felicitated and toasted Professoro
Mahajan. In return, Professor Mahajan
congratulated UGC-INFLIBNET for
taking on the initiative for the benefit of
research and academic community. He
also released SOUL manuals in
regional languages, namely, Telugu,
Malayalam, Punjabi and Oriya. Dr
Gayas Makhdumi, Organising Secretary
and University Librarian, Jamia Millia
Islamia offered a vote of thanks. The
programme was well attended by more
than 230 national and international
delegates, invitees, guests and
representatives of the press and media.
The proceedings of CALIBER-2004
started with technical session on the
sub-theme ``Digital/virtual/e-libraries''
(see Plate 1). Dr (Mrs) M.D. Baby,
Member of INFLIBNET Governing
Board and University Librarian, Cochin
University of Science and Technology
was the chairperson of the session
assisted by two rapporteurs. There were
18 papers presented. Dr S. Venkadesan,
Librarian, Indian Institute of Science,
Bangalore, presented the invited theme
paper on ``Strategic planning and policy
for collection development of
e-resources to satisfy user requirements:
a case study of JRD Tata Memorial
Library.'' He gave a concise as well as
comprehensive picture of e-collection
development by extracting the best
practices emerged from the Tata
Library experience. All the other papers
in the first session addressed the
significant issues such as digital
information, digitization processes,
case studies of digital libraries, digital
conversion of special collection such as
photographs, personalization system,
interconnectivity, interoperability,
digitalization of cultural heritage,
communication in digital libraries,
standards and protocols and
institutional repositories for holding
and storing digital information and
archival practices. Apart from library
staff training and migrating to the
digital world, user orientation to the
digital information and ethical and fair
use of digital resources, a very
pragmatic issue raised and discussed in
the first session was the print vs
electronic resources. This discussion
has lead to another pertinent issue,
