Almost no attention has be en given to the expanding governmental
diversity in participants in global governance that has been stimulated by
the impact of technological change on the global ran ge of human activi-
ties. The global reach of parliamentarians of st ates has roots in formation
of the International Parliamentarian Union in 1889, and that of local
governments in founding of the Internat ional Union of Local Authorities in
1913. This article first provides a brief overview of the interstate organi-
zations developed by each, with emphasis on those global in scope. This
is foll owed by a b rief overview of their present involvement in the UN

of the Union for Foreign Affairs and the EU Security Policy will have to
find her place within the comple x institutional landscape — between the
President of the Council, the Council itself, and the Commission. C.
Ashton seems, for now, to be closer to the Commission: roles must be
properly and separately redistributed in order to give the new configura-
tion prescribed by the Lisbon Treaty all its weight. [R]

The article explores government compliance with international pressures
measured as policy-adoption and institutional reform. The findings reveal
that government complianc e is determined by th e domestic political
system and depends on the configuration of political actors mobilized in
support of reform. Legislative reform is facilitated by a strong w omen's
movement and mobilized female parliamentarians. Institutional reform
depends on the strength of the women's movement and its ability to form
coalitions with political actors within government elites, most importantly
governing parties. Finally, the effect of women's movements' ac tors on
the institutional reform is moderated by the ideology of political parties in

Bosnia is backsliding into political chaos and possibly even renewed
ethnic violence. Failure for the EU in Bosnia wi ll rightly be seen as a
resounding blow to the EU's Common Foreign and Security Policy. First,
Europeans need to align their Bosnia policies. For this they ne ed US

The article discusses the roles of founding principl es of the EU with the
method of doctrinal constructivism, thereby explaining this specific
approach to legal scholarship. At the same time it proves the usefulness
of the c onstitutional approach to EU law. Core characteristics of t he EU
legal order should become more tangible. [R]

It is wrong t o look for a European cultural essence as a unique basis for
its political existe nce. In particular, it is meaningless to identify the roots
of a (supposed) homog eneous European political culture in the Christian
religion, and to build on it the European constitution. Modern constitu-
tionalism has in fact roots which stem from the Enlightenment and which
have been opposed through time by the Catholic Church. The recent
comeback of the mo dern doctrine of rights is an overturning of its mean-
ing as a doctrine of individual freedom and c ollective self-determination.
A constitution as Euro pe needs is a project of coexistence which does
not need roots, but must rather cut many of the existing ones. [R, abr.]

The EU's manage ment of globalization includes redistributing or com-
pensating for distrib utional consequences of gl obalization, using policies
at different levels of g overnance (national, regional-European and supra-
European). This contribution analyzes the extent and politics of such
redistributive management. It emphasizes how redistributive manage-
ment is meaningful and very popular, though less developed than EU
policies setting the level and terms of openness. It suggests how EU
policies that manage globalization through redistribution or other mecha-
nisms and tha t operate at different levels of govern ance are causally
interconnected. E xisting national and EU policies of redistribution have
strong but uneven effects for EU protections setting the level of open-
ness. And national-level welfare provisions and EU redis tributive policies,
like the Structural Funds, som etimes undermin e and sometimes rein-

ducing violence a nd sectarianism in Northern Ireland

This study [examines] the p erceived contribution of the International
Fund for Ireland and EU Peace II Fund in reducing violence and sectari-
anism in Northern Ireland (NI). We employ cross-tabulations and nonlin-
ear binary r esponse models using public opinion survey data as well as
analysis of 98 intervi ews conducted during the summer of 2006. Overall,
we find Unionists to be less optimistic than Nationalists about the contri-
bution of international economic assistance in reducing violence in NI.
The perception of respondents about the role of international economic
assistance in peace-building varies across gender, political affiliation and
the nature of the relationship between individual and the funding agen-
cies. The interview data reveals both the constructive and destructive
potential of economic aid in NI's peace-building and post-violence devel-
opment processes. [R]

The EU with its supranational powers is a unique institution. Contrary to
other international organiz ations, it can make laws that are binding to its
member governments as well as to their citizens and enterprises. How-
ever, reviewing the literature, we find little consensus as to its true role
as a lawmaker. This article and the articles that follow in this symposium
remedy this empirical deficiency. The present articl e presents a compre-
hensive analysis of the scope of binding EU regulation. The EU is pre-
sented as an important lawmaker. It has, with considerable effective-
ness, been able to overcome recurrent crises that have often called its
very viability into question. But the same a nalysis also reveals that the
EU, despite several treaty reforms expanding its responsibilities into new
policy areas, remains a predominantly economic regulator. [R, abr.]
