INTRODUCTION
This
issue
of
the
International
Political
Science
Review
sees
us
launched
on
our
second
year
of
publication.
It
is
good
to
know
that
miracles
still
happen.
This
particular
miracle
has
had
quite
a
lot
of
help
along
the
way.
The
Review
has
benefited
most
of
all
from
the
hard
and
conscientious
work
of
its
contributors.
It
has
profitted
from
the
patience
of
its
guest
editors
and
the
experience
of
its
publishers.
It
has
been
encouraged
by
suggestions
and
proposals
forwarded
by
many
readers.
As
General
Editor,
I am
especially
pleased
to
say
that
it
has
been
nurtured
and
guided
by
its
Editorial
Committee,
whose
ideas
and
advice
have
been
invaluable.
An
anniversary
is
a
good
occasion
for
departure
from
the
rules,
and
we
are
happy
to
take
advantage
of this
one.
Normally,
each
issue
of
IPSR is
devoted
in
its
entirety
to
a
single
theme.
This
issue
is
an
exception.
Throughout
1980,
we
have been
looking
for
an
opportunity
to
publish
Pierre
Favre’s
excellent
article,
&dquo;La
Science
politique
en
France
depuis
1945,&dquo;
but
it
has
not
been
possible
to
do
so
within
the
confines
of
the
scheduled
theme
issues.
Nor
does
his
article
&dquo;fit&dquo;
the
theme
of
a
comparison
of
social
policies.
We
have,
however,
decided
to
break
with
our
own
conventions
and
publish
it
here
so
that
we
lose
no
more
time
in
getting
it
to
our
readers.

the
