INTRODUCTION:
REGULATION 883/2004  THE THIRD
COORDINATION REGULATION IN A ROW
F P*
1. THE CELEBRATION OF FIFTY YEARS OF
COORDINATION
is issue is dedicated to Regulation (EC) 883/2004 of the European Parliament and
of the Council of 29 April 2004 on the coordination of social security systems, which
will coordinate social security schemes in cases where people use their right to free
movement.  e regulation is not brand new; it is already  ve years old. However, it
could not come into force because a detailed i mplementing regulation is necessar y for
its implementat ion. A er Regulation 883/2004 was adopted, work started on making
this regulat ion, which now (April 2009) seems to be al most complete.1
In Septembe r 2008 a conference wa s organised by Ebe rhard Eichenhofer in B erlin
on 50 years of coordination of European social security.  is anniversary was very
well timed since the Council of Ministers adopted the  rst coordination regulation,
Regulation 3,2 on 25 September 1958.  is issue of EJSS includes the edited papers
prepared for this conference. We decided to include them all and to make a double
issue, as the contributions give a very interesting and comprehensive insight into
both the development of coordination rules and the main characteristics of the new
regulation.
