'ITEM, Forasmuch as it is to the King our Sovereign Lord great Surety, and also to the Suretyof this Realm ofEngland , that the Isle of Wight in the County of Southampton be well inhabited with English People, for the Defence as well of his antient Enemies of the Realm of France , as of other Parties, (2) the which Isle is lately decayed of People, by reason that many Towns and Villages have been beaten down, and the Fields ditched and made Pastures for Beasts and Cattles; (3) and also many Dwelling places, Ferms, and Ferm-holds, have of late time been used to be taken in one Man's Hold and Hands, that of old Time were wont to be in many several Persons Holds and Hands, and many several Housholds kept in them, and thereby much People multiplied, and the same Isle thereby well inhabited, the which now by the Occasion aforesaid, is desolate, and not inhabited, but occupied with Beasts and Cattle, so that if hasty Remedy be not provided, that Isle cannot be kept and defended, but will be open, and ready to the Hands of the King's Enemies, which God forbid:' (4)For Remedy whereof it is ordained, enacted, and established, by the Assent of the Lords Spiritual and Temporal, and the Commons, in the said Parliament assembled, and by Authority of the same, That from henceforth no Manner of Person, of what Estate, Degree, or Condition he is, or shall be, take any several Ferms more than One, of any Manors, Lands, and Tenements, Parsonages, or Tithes within the said Isle, whereof the Ferm of them altogether shall not exceed the Sum ofx Marks yearly; (5) and if any several Leases afore this Time have been made to any Person or Persons of divers sundry Fermholds, over the said yearly Value of x Marks; then the Person or Persons that now hold the same, to choose One or more of the said Fermholds at his Pleasure, so that the Ferm of them also chosen be not above the yearly Value...
