The constitutional role of Supreme Courts to adjudicate disputed electoral
outcomes is well-accepted within contemporary democracies. How a Su-
preme Court’s judicial reasoning is portrayed in the popular press will im-
pact on citizens’ understanding of and commitment to democratic pro-
cesses. In the protracted litigation in the aftermath of Ghana’s disputed
2012 election, its Supreme Court found its judgements and management
of proceedings represented as partial, in terms of an unelected body de-
termining political outcomes. This article explores two key questions: what
was the nature of the coverage of the Court’s reasoning, and to what ex-
tent did this coverage fortify or threaten the legitimacy of the Supreme
Court within the political system? It concludes that the specialist politics
and law journalists failed to demystify the constitutional reasoning of the
Court in such a way that ordinary citizens were able to gain an understand-
ing of the judicial reasoning being applied. [R, abr.]

How are politicians informed and who do politicians seek information
from? The role of information has been at the center for research on leg-
islative organizations but there is a lack of systematic empirical work on
the information that Congress seeks to acquire and consider. To examine
the information flow between Congress and external groups, we construct
the most comprehensive dataset to date on 74,082 congressional commit-
tee hearings and 755,540 witnesses spanning 1960-2018. We show de-
scriptive patterns of how witness composition varies across time and com-
mittee and how different types of witnesses provide varying levels of ana-
lytical information. We develop theoretical expectations for why commit-
tees may invite different types of witnesses based on committee intent,
interbranch relations, and congressional capacity. [R, abr.]

Through a progressive strengthening of organizational, legal, and person-
nel attributes, Argentina's Ministry of Defense has become civilianized.
The MOD has been strengthened by the addition of new bureaucratic units
headed by civilians with the authority to shape and conduct defense policy
while also encouraging interactions with military personnel, resulting in
better informed policy choices. This article will account for these changes
through a detailed analysis of foreign affairs, strategic planning and pro-
motions, production and research, and education. Procedural rules, divi-
sions of labor and civil-military interactions are delineated. Military mod-
ernization deficiencies and the need for a permanent civilian staff are

Public service innovation and New public Management’ are two domains
of research that have been developed independently. However, they share
a common concept that is ‘Public service’. To improve the efficiency of
public services, understanding the public value delivered to citizens is es-
sential. Business model innovation allows evaluating the value created for
consumers and pinpoint exactly citizen’s needs and expectations. This pa-
per presents a new approach to innovate public services and identify op-
portunities to enhance public service delivery. The 5W1H business model
allows to analyze public services, how are they created, who are their con-
sumers, when and where are they provided and what public value are de-
livered. We support our argument with findings from a study conducted by
the Moroccan Ministry of Adm inistration and Public Service Reform. [R,

blockchain technology for a new anticorruption token: to-
wards a novel governance model. Journal of Information

Blockchain technology currently represents a great opportunity for e-gov-
ernment in general and for public procurement in particular, given their fi-
nancial implications and potential political and social risks. Blockchain
technology facilitates the procedures and processes of administrative rec-
ords via smart contracts because of properties such as timeproof sealing
and data record immutability. In the present paper, we present a truthful-
ness governance approach which uses a permissioned model based on
neural blockchain technology and sm art contracts to create blocks within
which all information is held in an on-chain consensus system to avoid
corruption in the field of public procurement. Our proposal represents a
scalable, efficient, innovative solution that is aligned with Sustainable De-
velopment Goal requirements and constitutes a ‘Decentralized Autono-
mous Organization’ in itself. [R, abr.]

The aim of this article is to categorise the factors of tension in public or-
ganisational settings. The context of the administrative reforms undertaken
in Tunisia has been chosen as an empirical illustration of the public gov-
ernance tensions associated with managerial artefacts. The study focuses
on three types of factors. An analysis of these factors confirms the theories
on the appropriation of management tools and helps raise the existing level
of knowledge in relation to the processes to mitigate public governance
tensions within public organisations. [R]

changing in response to the pandemic? The case of Milan.

This article deals with the effects of COVID-19 on the urban governance
of Milan. The author argues that, despite the changeable situation still on-
going, looking at the measures assumed in 2020, the Municipality of Milan
took middle-term strategies and radical decisions for the design and the
use of the city from a perspective of sustainable prosperity together with
the pandemic management. According to the "Milano 2020" Adaptation
Strategy, several policies were adopted in order to decongest public areas
through the enlargement of spaces and services. In particular, during that
period, the administration planned new policies in order to empower urban
flexibility, rhythms and times, diversified mobility, public and green spaces,
infrastructures, cooperation, and inclusion. In conclusion, the author ar-
gues that the pandemic has redefined the urban prosperity of Milan in re-
lation to the sustainable transition and the new social challenges deter-
mined by the global scenario. [R]

This research offers a timely examination of the functioning of China’s Na-
tional Supervisory Commission (NSC) in Dr. Li Wenliang’s case. Based on
the normative analysis and empirical study, this research identifies two
flaws of the NSC preset by particular feature s of a Leninist state, which
make it vulnerable to politicization in the initiation and the course of this
investigation: (1) Overreliance on certain factional power distribution; (2)
Twofold identity as an anti-corruption agency and a party disciplinarian
concurrently. By challenging both the institutionalization and deinstitution-
alization arguments with a critical case, this research advances new theo-
retical knowledge on the self-defeating mechanisms compromising institu-
tionalization in the Leninist regime and highlights the significance of differ-
entiating subtypes of authoritarianism in the comparative study of institu-
tionalization. [R]
