discussion was the
development
of
Ukraine's relations with neighbouring States such as Romania and
Moldova.
From 3-5 June the High Commissioner had various meetings in Almaty, Kazakstan,
aimed at familiarising with the developments in the inter-ethnic sphere in this country.
Among the subjects discussed was the setting up of a research and information centre
attached to the Assembly
of
the People
of
Kazakstan, which could help carry out surveys
and polls
of
views among various ethnic groups in Kazakstan in order to try and provide

better understanding
of
attitudes and problems in this sphere. Training
of
State officials
In minority rights was another topic
of
discussion.
The High Commissioner continued his trip to Kyrgyzstan, where he attended a seminar
on inter-ethnic tolerance. In separate meetings, the High Commissioner was able to update
himself on the progress
of
a research and monitoring project in the southern region
of
the
country which is being conducted by experts from the Peace Research Institute in Bishkek.
Among other projects discussed was the idea
of
holding training courses on minority
standards for deputy governors charged with inter-ethnic relations in their respective
districts.

ODIHR Reorganised
The new Director
of
the OSCE Office for Democratic Institutions and Human Rights in
Warsaw, Ambassador Stoudmann, has implemented a drastic reorganisation
of
the office.

seems that the election monitoring department has been considerably strengthened which
IS a reflection
of
the growing political importance of this OSCE activity.
A visible sign
of
the new direction is also the decision to stop the publication
of
the
OSCE Bulletin, a periodical which has been published since about five years. Information
about ODIHR activities will now be distributed exclusively through the other OSCE
publications, in particular the OSCE Newsletter and the Internet-website
of
the OSCE.

Provisional measures. The Court has been requested several times to order provisional
measures in favour
of
either witnesses or victims complaining before the Inter-American
Commission on Human Rights. The measures requested are far-reaching, since they seem
often to extend to cover a solution of the merits
of
a case. Some
of
these provisional
measures follow.
Loayza Tamayo Case (Peru). On 19 April 1996 the Inter-American Commission sent a
note to Peru concerning the conditions
of
detention of Maria Elena Loayza-Tarnayo, who
had been imposed solitary confinement and incommunicado detention on 9 April 1996,
Which
meant being confined in a tiny cell for 23 and a half hours a day; these conditions
were to last for one year. Maria Elena Loayza-Tamayo had been already detained for three
Years
in another Pavilion, without these restrictions, and had been transferred to the
Penitentiary's maximum-danger Pavilion without any reason, and after a complaint had
been lodged to the Commission on her behalf. The Commission argued that solitary
Confinement for one year amounted to cruel and inhuman treatment and it would cause
