Composition.
The current members of the Commission are Dr. Marco Tulio
Bruni Cilli (president), Dr. Oscar Lujan Fappiano (First Vice-Chairman), Dr.
Michel Reisman (Second Vice-Chairman), Ambassador Oliver H. Jackman, Dr.
Leo Valladares Lanza, Dr. Patrick L. Robinson and Dr. Alvaro Tirado Mejia.
Monitoring of
countries.
The Commission held its 81st session in Washington,
there its Annual Report 1991-1992 was approved. During the session, the
Commission decided to make several on-site observations in the months to
come.
It
accepted the invitations of the Governments of Colombia and of
Nicaragua to visit their respective countries in 1992, and it decided to reiterate
to the Government of Guatemala its request for consent to make an on-site
observation (see the section on the Inter-American Court of Human Rights for
further information on Guatemalan cases). The Commission is also planning a
new visit to Haiti in order to inform the political organs of the OAS about the
serious situation of human rights in that country.
During this session, the Commission also studied the situation of the
judiciary in Panama, especially the independence of judges, and the difficulties
in ensuring that the accused enjoy judicial guarantees and judicial protection.
Cuba was also subjected to scrutiny by the Commission, which resolved to call
upon the Cuban Government "to allow a free and open exchange of opinions
and full restoration
of
the rule
of
law".
Individual
communications.
The Commission held hearings in a number of
cases against Argentina, concerning individuals arrested on orders from the
Executive. With the approval of the Commission, the Argentine Government
and the petitioners reached a friendly settlement, which materialized in the
enactment
of
Law 24.043 by which compensation was granted not only to the
petitioners, but to all individuals under similar circumstances.
Cases 10.264, 10.206 and 10.276 against Peru were submitted by the
Commission to the Inter-American Court of Human Rights. The three cases
deal with violations of the right to life, right to humane treatment, right to
