of
human
rights in various

The
Commission has monitored the situation in EI Salvador
for several years (see past issues
of
the
NQHR).
In this report, the
Commission informs
about
major
human
rights violations perpetrated by
the
military during
the
period from
September
1989 to April 1990. An
account
of
the
killing
of
six
Jesuit
priests is given
and
the
report
states
that
during
November
and
December
1989, 2,400 people were killed, possibly
by means -
among
others -
of
incendiary bombs used by the Air Force
against
the
civilian population. As is usual in countries
of
the
American
continent,
the
government
of
EI Salvador declared
the
state
of
siege
and
the
declaration has
been
the
basis for grave violations
of
the right to
personal liberty, especially
that
of members of churches
and
humanitarian
organizations,
The
increase in arrests has brought
about
an increase in
violations
of
the
right to personal integrity, in
the
form
of
torture of
political prisoners.
The
techniques follow a
pattern
similar to that of all
repressive governments: prolonged interrogations without a
break
to sit
down on rest;
repeated
blows; electric shocks;
rape
and
sexual abuse
of
women
and
sometimes
of
men;
death
threats,
and
others.
The
government
has
denied
these allegations,
but
has admitted
that
prisoners
are
blindfol-
ded
while
under
interrogation "to prevent them from being able subse-
