is has indeed been a g rim summer for European crim inal law. We have lost Joachim
Vogel in the most horrendous way. We are only too aware that one of our most bril liant
and creative colleagues is gone. One of the rst to understand cr iminal law in
supranational terms, one of the rst to cease to be a national cr iminal law yer and to
become a European one. Joachim lea rned, among many other things, the i mportance
of comparative law from his Doktorvater, Klaus Tiedemann. Above all, he learnt the
importance of creating a science of European crim inal law, based on respect for and
admirat ion of all legal trad itions.
Many years ago, in a conference in Toledo, I heard him tal king about an integrated
criminal law system. is concept is the cornerstone for comprehending his
contributions. It means the global understanding of t he EU intervention, as an
autonomous and consistent criminal sy stem instead of the sum of harmonizat ion and
judicial co operation.
In respect of the importance of Joachim’s contribution to the harmonizat ion
of this integrated cr iminal law, his Europäische Kriminalpolitik – Europäische
Strafrechtsdogmatik (published in the Goltdam mers’ Archiv, 2002) is essential.Indeed,
it was his Antrittsvorlesung in t he Faculty of Law of Tübingen, in June 2002. e main
idea of this work is the need to raise the debate on crimina l policy to the European
level and to develop a common crimina l law dogmatic, allowing the application of
harmonized oences a nd also dening the limits of the leg islators. Concepts such as
