the offender’s circumstances. At the end of the prescribed period a
second enquiry would be presented to the court commenting not only
upon these circumstances but also upon the defendant’s response to
supervision. It would then be open to the court to take no further
action. Such a procedure is one way of using time limits, crisis theory,
and the reality of probation commitments in a constructive way.
Probation is an agent of social control only in so far as its goal is to
enable the offender to function in a socially acceptable way by enhancing
his personal resources. Authority, in this enforced relationship, is used to
that end. For those who wish to regard probation as a punitive or
restrictive mechanism, the advantages of short periods of supervision
may be difficult to accept. For those whose battle with the workload
problem is giving way to despair or disinterest, they may be worthy of
further consideration.

IN JUNE this year I became the second of two Probation Liaison Officers
assigned to work with the staff of Balderton Hospital and, with my
colleague, I am the designated Supervisor for patients subject to a Pro-
bation Order with a condition of residence at the hospital, under Sec-
tion 4 of the Criminal Justice Act 1948. In the course of our work, close
links have been established at all levels within the hospital, resulting in
close co-operation and mutual assistance in the traditional programme
for preparing a patient for his return to the community.
As our involvement developed, however, we learned that the hospital
had embarked on a series of outdoor activities linked with the Duke of
Edinburgh’s Award and Outward Bound schemes and, in view of the
Probation and After-Care Service’s commitment to similar aspects of
Intermediate Treatment, and the interest in such schemes of my own,
local Probation Office, it was decided to link the activities of the local
level, thus extending the co-operative field outside...
