In pursuance of the powers conferred upon me by paragraphs 13 and 14 of Schedule 3 to the London Government Act 1963 (a), I hereby make the following rules:—

1. In the application of the local elections rules contained in Schedule 2 to the Representation of the People Act 1949(b) (hereinafter referred to as "the principal rules") to an election of London borough councillors held before the ordinary election of such councillors in the relevant year of election, the principal rules shall have effect subject to the adaptations, alterations and exceptions set out in Part I of Schedule 1 to these rules and, in the case of the first election of councillors of each London borough held on 7th May 1964, subject also to the adaptations, alterations and exceptions set out hi Part II of the said Schedule 1.

2. In the application of the principal rules to an election of councillors of the Greater London Council held before the ordinary election of such councillors in the relevant year of election, the principal rules shall have effect subject to the adaptations, alterations and exceptions set out in Part I of Schedule 2 to these rules and, in the case of the first election of such councillors held on 9th April 1964, subject also to the adaptations, alterations and exceptions set out in Part II of the said Schedule 2.

3.—(1) These Rules may be cited as the London Borough Council and Greater London Council Elections Rules 1963 and shall come into operation on 28th February 1964.

(2) The Interpretation Act 1889(c) shall apply to the interpretation of these rules as it applies to the interpretation of an Act of Parliament.

SCHEDULE 1

MODIFICATION OF LOCAL ELECTIONS RULES FOR AN ELECTION OF LONDON BOROUGH COUNCILLORS BEFORE THE ORDINARY ELECTION IN THE RELEVANT YEAR OF ELECTION.

PART I

GENERAL

1. In rule 26 after paragraph (1) there shall be inserted the following paragraphs:—

"(2) At an election of London borough councillors—

(a) the appointment of an agent may be on behalf of more than one candidate;

(b) not more than one agent shall be appointed to attend on behalf of the same candidate at a polling station or at the counting of the votes;

(c) not more than three or, if the number of candidates exceeds twenty, four polling agents shall be appointed to attend at any polling station;

(d) the proviso to paragraph (1) of the said parliamentary elections rule shall not apply, but the total number of counting agents appointed shall not exceed nine...
