HEREAS the London County Council (herein-after called
" the Council") have under the powers conferred upon them
by the Tramways Act 1870 already purchased a large part of the
tramways in the county of London and under that Act and various
local Acts will shortly be entitled to purchase the remainder of
such tramways:
And whereas it is expedient that the Council should be em-
powered to adopt a system of electrical traction on their tramways
or such part or parts thereof as they may think adapted for that
purpose and that the powers incidental thereto as set forth in this
Act should be conferred upon the Council:
And whereas an estimate has been prepared on behalf of the
Council as to the total amount which they may require to expend
on capital account for the purposes of this Act and such estimate
amounts to three million pounds but of that sum it is not intended
to expend any greater amount than two hundred and fifty thousand
pounds before the thirtieth day of September one thousand nine
hundred and one:
And whereas the objects aforesaid cannot be effected without
the authority of Parliament:
May it therefore please Your Majesty that it may be enacted
and be it enacted by the Queen's most Excellent Majesty by and
with the advice and consent of the Lords Spiritual and Temporal
and Commons in this present Parliament assembled and by the
authority of the same as follows (that is to say):

This Act may be cited as the London County Tramways

In and for the purposes of this Act
" The Council" means the London County Council;
"The tramways" means any tramway in the administrative
county of London which has been or shall be acquired by
the Council or which shall be constructed by the Council
under the powers of any Act of the present session j
Terms to which meanings are assigned by the Tramways Act
1870 have the same meanings respectively.

The Council may with the consent of and according to a
system approved by the Board of Trade adopt and use electrical
power for the purpose of moving vehicles on the tramways
Provided that such approval shall not be given by the Board of
Trade until the road authority shall have had an opportunity of
being heard thereon and any such approval may be given subject
to such conditions and for such time as the Board of Trade may
think fit.
The Board of Trade shall make regulations (in this Act referred
to as " the Board of Trade regulations ") for securing to the public
all reasonable protection against danger arising from the use under
this Act of electrical power on the tramways and for regulating
the use of electrical power Provided that such regulations shall
be submitted to the road authority before being made by the Board
of Trade and the road authority shall be afforded an opportunity of
being heard thereon.
The Council or any company or person using electrical power
on the tramways contrary to the provisions of this Act or of the
Board of Trade regulations shall for every such offence be liable to
a penalty not exceeding ten pounds and also in the case of a
continuing offence to a further penalty not exceeding five pounds
for every day during which such offence
is
continued after conviction
thereof.

The Board of Trade if they are of opinion
(a) That the Council or such company or person have or
has made default in complying with the provisions of this
Act or of the Board of Trade regulations whether a penalty
in respect of such non-compliance has or has not been
recovered; or
(b) That the use of electrical power as authorised under this
Act is a danger to the passengers or the public;
may by order either direct the Council or any company or person
to cease to use such electrical power or permit the same to be
continued only subject to such conditions as the Board of Trade
may impose and the Council or such company or person shall
