MAASTRICHT CONFERENCE CELEBRATING
50 YEARS OF EUROPEAN INTEGRATION:
FOUNDATIONS AND PERSPECTIVES
OF THE EUROPEAN UNION

On 23–24 March 2007, Maastricht University organised an international conference on
the occasion of the 50th anniversa ry of the establ ishment of the European Economic
Community and t he 15th anniversa ry of the establishment of the Eu ropean Union by the
Maastricht Treaty.  e conference took place in Maastr icht with 128 participants a nd was
co- nanced by the Jean Monnet project of the European Comm ission.  is conference
took the opportunit y to re ect on the foundations of these entities, the present state of
a Union of 27 Member States and its future development in light of the pending Dra
Constitutional Treaty and new accession candidates.1 e conference’s re ections were
organised around t he following streams:
1. From fu nctional integration to constitutional sys tem
2. A er t he constitutional moment: Integration and Di erentiation
3. Borders i n Flux? Geography and Identity of the European Union
4.  e EU and the World
Eminent experts f rom Europe and the world presented their research subjects. W hile the
rst session was devoted to the current and future perspect ive of the European Union
and summarised the achievements of the last 50 years while considering the future
perspective of the EU wit h or without a Constitutiona l Treaty, two parallel workshops
discussed t he complex structu res of multi-level governance and legal regimes of
di erentiation.  e rst workshop entitled ‘Good governance in the EU’ was devoted
to integration management and not only brought the decision-making process a er
Enlargement to the fore, but also considered the ca se of the emergence of the European
Union Fundamental Rights Agenc y and the Open Method of Coordination.  e second
