The first session of NPDRR highlighted
disaster threats such as: fire, water,
cyclone, earthquakes, hardware failure,
vandalism, and terrorist attacks, and
included specific measures to combat
sudden hazards (National Institute of
Disaster Management (NIDM), n.d.).
The increasing frequency of disasters,
coupled with emerging threats make
libraries vulnerable to the effects of
disasters. This underlines the need for
trained manpower with a capacity to
respond, coordinate and adapt measures
as per changing needs. This conference
also provided useful guidelines and
resources in the area of disaster risk
management (DRM) and successfully
achieved the target of the government
of India’s initiatives in awareness
building within the community.
NPDRR structure and activities
The Ministry of Home Affairs
(MHA), Government of India is the
nodal ministry for handling the
management of natural as well as
manmade disasters. A multi-stakeholder
National Platform for Disaster Risk
Reduction (NPDRR), vide
Government’s Resolution No. 47-31/
2012-DM-III has been constituted on
the 26 of February 2013 with Home
Minister as Chairman, Member of
Secretaries, Home Ministry (MoS
Home) as Vice Chairmen, 15 Cabinet
Ministers and a Deputy Chairman
Planning Commission representing the
Government of India, a Minister from
states and UTs responsible for
DM, representatives of Local Self
Government, Members of LokSabha
and RajyaSabha, some important
central government officials, and heads
of national institutions, representatives
from industry, media, civil society
organizations and international
representatives – from the UN system,
World Bank and theAsian Development
Bank (ADB). The MHA, along with
National Institute of Disaster
Management (NIDM), organized the
first session on National Platform on
Disaster Risk Reduction (NPDRR) with
the theme, “mainstreaming DRR in
development: from risk to resilience” in
New Delhi at the Vigyan Bhavan, 13-14
May 2013 (NIDM, 2013). There were
