Background
Wholesale Retail Code (WRC) Change Proposals1 are made to the Panel and are
developed and progressed as per section 6 of the Market Arrangements Code (MAC).
Section 6.1.1 states that:
A Change Proposal may be made to the Panel Secretary in respect of the Wholesale-
Retail Code by:
a) any Trading Party;
b) any Panel Member; or
c) the Authority.
6.1.2 states that a Change Proposal may be made to the Panel Secretary by the Market
Operator in respect of Parts 4 and/or 5 (and in respect of Part 1 as necessary to give
effect to a Change Proposal in respect of Parts 4 and/or 5) of Schedule 1 of the
Wholesale Contract.
