CHAPTER cvi.
An Act to confer further Powers on the Metropolitan Board
A.D.
1887.
of Works as to Streets Bridges and open Spaces as to
the Drainage of a detached portion of Clerkenwell Parish
and for other purposes. [12th July 1887.]

HEREAS it is expedient that the Metropolitan Board of
Works (hereinafter referred to as " the Board ") should be
authorised to make the street improvements and works hereinafter
mentioned and that the vestry of the parish of Camberwell and
the board of works for the Greenwich district should be empowered
to contribute towards the cost of the Canterbury Road bridge and
the approaches thereto hereinafter mentioned:
And whereas the Board have caused to be deposited with the
clerks of the peace for the counties of Middlesex Kent and Surrey
plans and sections showing the lines and levels of the works by this
Act authorised and the lands on which the same will be made and
plans of the lands which may be taken compulsorily under the powers
of this Act and a book of reference containing the names of the
owners and lessees or reputed owners and lessees and of the occupiers
of those lands and such plans sections and book of reference are
herein referred to respectively as the deposited plans sections and
book of reference:
And whereas the Metropolitan Street Improvements Act 1877

(Amendment) Act 1882 provided that certain lands coloured blue c' ccxxu*
green and purple respectively on the Gray's Inn Road plan as
therein mentioned should be exclusively appropriated to the erection
of artizans' dwellings sufficient to Accommodate not less than one
thousand two hundred persons belongmg to the labouring classes
and it is expedient that the Board should appropriate for the above
purposes in substitution for so much of the land coloured purple on
the said plan as forms part of and lies to the north of Elm Street a
piece of land lying to the south of Elm Street which piece of land
together with the lands coloured blue and green and so much of
the land coloured purple on the Gray's Inn Road plan as lies to
the south of Elm Street will when appropriated to the erection of

And whereas doubts have arisen as to the powers of the Board
in selling or letting on lease certain of the lands appropriated in
connection with the Gray's Inn Road improvement to the erection
of artizans' dwellings :

be of public advantage that the powers and functions of the
Wandsworth Common conservators should be transferred to the
Board and that Wandsworth Common should be vested in the Board
to be maintained for ever as an open space and recreation ground :
And whereas it is expedient to authorise the Board to purchase
a certain piece of land in the parish of Plumstead situate on the
north side of Bostall Heath and that the said piece of land should
be added to and form part of Bostall Heath and to vest in the
Board a piece of open land at Brook G-reen in the parish of
Hammersmith and that the said piece of land should be added to
and form part of Brook Green:
And whereas it is expedient to enable the Board to purchase by
agreement certain houses buildings and lands known as Ravenscourt
Park in the parish of Hammersmith so that the same may be held
by the Board as a public park for the perpetual use thereof for
exercise and recreation and to provide that the vestry of the said
parish shall contribute towards the cost of acquiring and laying out
Ravenscourt Park as a public park:
And whereas the Lewisham district board of works are desirous of
acquiring as an open space or recreation ground a piece of land near
St. John's Church in the hamlet of Penge and of applying towards
the expenses thereof a fund under their control amounting to
one thousand seven hundred and twenty-two pounds twelve shillings
and elevenpence and known as the " Gravel Allotment Fund " and
it is -expedient that the Board should be empowered to contribute to
the cost of providing the said open space and recreation ground:
And whereas the sewage and drainage of a detached portion of
the parish of St. James Clerkenwell which is situated at Muswell
Hill could not be carried to the main drainage system of the metro-
polis without great and unnecessary expense and it would be of
public advantage that any sewers constructed therein by the Board
should be made to communicate with the sewers of some one or
more of the adjoining local authorities:
And whereas it may be convenient to erect and maintain urinals
waterclosets and other conveniences for public accommodation iu

the parks and open spaces under the control and jurisdiction of the A.D. 1887.
Board :
And whereas the works which the Board were authorised to

Metropolitan Bridges Act 1881 and the Metropolitan Board of
Works (Bridges) Act 1884 are approaching completion and it is

expedient that the powers of the said Acts for the compulsory c- ccxxviii.
purchase of certain lands and for the completion of certain works
should be extended:
And whereas the objects aforesaid cannot be accomplished without
the authority of Parliament:
May it therefore please Tour Majesty that it may be enacted and
be it enacted by the Queen's most Excellent Majesty by and with the
advice and consent of the Lords Spiritual and Temporal and
Commons in this present Parliament assembled and by the authority
of the same as follows (that is to say):
PART I.—PRELIMINARY.
1.
This Act may be cited as the Metropolitan Board of Works shor!; title-
(Various Powers) Act 1887.

In this Act the following words and expressions have the Interpreta-
seyeral meanings hereby assigned to them unless there be something 10n

in the subject or context repugnant to such construction (that is to
say):
" The street improvements " means Canterbury Road bridge and
approaches and the widening of Elm Street authorised by this
Act;
" Wandsworth Common conservators" means the body of con-
servators incorporated under the Wandsworth Common Act
1871;
" The detached portion of Clerkenwell parish " means the detached
portion of the parish of Clerkenwell which is situate at Muswell
Hill and joins the local board districts of Tottenham Hornsey
and Friern Barnet;
" The Gray's Inn Road plan " means the plan deposited under the
Metropolitan Street Improvements Act 1877 (Amendment) Act
1882 with the respective clerks of the peace for the county of
Middlesex and the city of Westminster;
" The Lands Clauses Acts " means the Lands Clauses Consolidation
Acts 1845 1860 and 1869 (except section 133 of the Lands
Clauses Consolidation Act 1845) as amended by the Lands
Clauses (Umpire) Act 1883;
