The Minister of Health, the Minister of Agriculture and Fisheries and the Minister of Food acting jointly in exercise of the powers conferred on them by sections one, two, four and six of the Food and Drugs (Milk, Dairies and Artificial Cream) Act, 1950(a), and of all other powers enabling them in that behalf, having consulted such representative organisations as appear to them substantially to represent the interests concerned with the purposes of these regulations, hereby make the following regulations:—

1. These regulations shall come into operation on the 27th day of December, 1953, and may be cited as the Milk and Dairies (Amendment) Regulations, 1953; and these regulations and the Milk and Dairies Regulations, 1949(b), may be cited together as the Milk and Dairies Regulations, 1949 and 1953.

2. The Milk and Dairies Regulations, 1949, shall be amended by substituting in paragraph (1) of regulation two thereof for the definition of distributor the following definition:—

" 'distributor' means a person trading as a dairyman elsewhere than at or from premises in relation to which he is registered as a dairy farmer under these regulations but does not include a purveyor of cream in the hermetically sealed containers in which it is delivered to his premises provided that such a purveyor is not otherwise a purveyor of milk;"
