Dear Stephen and Emma
Approval of the third supplemental agreement to the track access
contract (Passenger Services) between Rail for London (Infrastructure)
Limited and MTR Corporation (Crossrail) Limited
We have today approved the above supplemental agreement submitted to us formally on
16 May 2023 under section 22 of the Railways Act 1993 (the Act). This follows an earlier
informal submission of a draft agreement for our consideration. This letter explains the
reasons for our decision.
Purpose
The purpose of this agreement is to provide the rights for MTR Corporation (Crossrail)
Limited (MTR) to run:
2 trains per hour all day through passenger services between Shenfield and
Heathrow via the Pudding Mill Lane Junction Connection Point and Westbourne
Park Junction Connection Point (i.e. through services from the Network Rail Anglia
route to Western route); and
24 trains per hour in the morning and evening peaks.
Industry consultation
RfL undertook the usual industry consultation. No objections or queries were raised in
response.
