The 3ist
Annual
Meeting
and
National
Conference
of
the
Association
were
held
in
Southport
on
Saturday
and
Sunday,
16th
and
17the
May.
230
probation
officers
attended
the
Annual
Meeting
which
was
pre-
sided
over
by
~Ir.
J.
Catterall
Jolly
K.C.
Chairman
of
Preston
Quarter
Sessions.
In
addition
to
the
pro-
bation
officer
delegates
at
the
open
sessions
on
Sunday,
which
were
presided
over
by
Mar.
C.
E.
Garland,
Chairman,
N.A.P.O.,
we
were
glad
to
welcome
Mr.
B.
J.
Reynolds,
O.B.E.,
and
other
officials
of
the
Home
Office,
a
number
of
Scottish
bailies,
local
magistrates
and
magistrates’
clerks.
In
the
Saturday
afternoon
session
the
following
resolution
was
adopted
with

dissentien.ts:-
&dquo;
That
this
meeting
is
of
opinion
that
the
present
method
of
financing
and
controlling
the
Probation
Service
is
sound
and
that
it
is
capable
of
providing,
from
a
normal
development,
fully
implemented
throughout
the
country,
a
well
organised
and
efficient
Probation
Service.&dquo;
The
speakers
on
Sunday
were
the
Right
Rev.
Mgr.
Alban
Atkins,
Vicar-General,
Archdiocese
of
Liverpool,
&dquo;
Problems
of
Moral
Conduct
as
related
to
current
trends&dquo;;
Mr.
Claud
Mullins,
&dquo;Probation
Officers
and
~’os~t-War
Problems&dquo;;
and
Mr.
A.
E.
Tyrer,
J.P.,
Warden,
Brighton
Boys’
Club,
&dquo;
Probation
Service
and
the
Youth
Movement&dquo;.
Chairm,anship.
The
result
of
a
postal
ballot
showed
that
Mr.
C.
E.
Garland,
principal
probation
officers
for
Birmingham,
was
re-elected
for
a
third
period
by
a
sweeping
majority.
His
address
to
Con-
ference,
reviewing
the
activities
of
the
National
Executive
Committee
and
the
events
of
the
past
12
months,
and
the
announcement
of
his
re-election,
won
the
longest
and
most
enthusiastic
round
of
applause
that
has
ever
been
heard
in
meetings
of
the
Association.
Membership
and
Finance.
The
membership
of
the
Association
continues
to
show
a
satisfactory
position.
The
number
of
members
during
the
war
years
is
as
follows:-
Subscriptions
received

1942
amounted
to
£455
10s.
9d. ;
in
1943
they
amounted
to

7s.

The
corresponding
figures
for
honorary
and
associate
members
were
~120

and

As
in
previous
years
we
are
indebted
to
the
Clarke
Hall
Fellowship
for
financial
help
which
has
enabled
the
work
of
the
Association
to
be
continued.
In
view
of
a
growing
desire
among
members
for
independence.
it
is
pleasing
to
note
a
decrease
in
the
amount
of
grants
requisitioned
from
Clarke
Hall
Fellowship.
During
1941
the
amounts
so
requisitioned
and
received
bv
N.A.P.O.
totalled
~880:
in
1942
the
amount
was
£733j
in
1943
it
was
~696. ~
Mr.
Norman’s
decision
to
retire
from
paid
appoint-
ment
with
the
Association
at
31st
December,
1943
will
reduce
the
financial
responsibility
of
the
Associatiflri
and
the
Clarke
Hall
Fellowship
grant
for
this
year
will
be
considerably
less.
During
the
coming
year
a
complete
survey
of
the
position
will
be
undertaken
and
efforts
made
to
reconstitute
the
Association
to
give
effect
to
the
evident
desire
among
probation
officers
to
become
a
self-supporting
organisation.
Sub-Committee.
During
the
year
a
new
sub-com-
mittee
was
set
up
known
as
the
Emergency
Consulta-
tive
and
Advisory
Committee,
ivith
the
following
terms
of
reference :-
To
deal
with
(i)
such
matters
of
an
emergency
character
as
the
chairman
and
secretary
in
consul-
tation
feel
must
be
dealt
with
expeditiously.
Deci-
sions
reached
and
actions
taken
to
be
reported
to
the
first
meeting
of
the
National
Executive
thereafter;
(ii)
to
consider
and
report
on
matters
affecting
the
general
policy
of
N.A.P.O.
and
(iii)
such
matters
of
a
purely
domestic
nature
as
may
be
remitted
with
or
without
powers
according
to
the
decision
of
the
National
Executive
at
the
time
of
the
remit.
Ministry
of
Labour
Conference
of
Women.
An
in-
vitation
was
received
by
N.A.P.O.
to
send
two
dele-
gates
to
attend
the
Ministry
of
Labour
Conference,
held
on
the
28th
September,
1943,
in
the
Albert
Hall,
London.
Mrs.
Leatherdale
of
Kent and
Miss
Pearson
of
Glasgow
were
the
appointed
delegates.
At
that
meeting
which
was
addressed
by
the
Prime
Minister,
various
Cabinet
Ministers
and
others,
the
following
resolution
was
passed :-
&dquo;
The
600
members
of
this
National
Conference
representing
the
interests
of
women
in
the
home,
in
employment
and
in
public
life,
send
greeting
to
the
Fighting
Services
of
the
United
Nations
whose
magnificent
valour
and
endurance
are
hastening
the
day
of
victory.
They
appreciate
to
the
full
the
necessity
for
women
to
devote
their
whole
energy
to
the
cause
of
freedom
and
reamrm
their
determ-
ination
to
work
for
victory
with
all
their
might,
and
in
the
same
spirit
and
with
equal
vigour
to
tackle
the
constructive
task
of
peace.&dquo;
Branches.
During
the
year
it
was
decided
to
issue
a
war rant
for
the
Constitution
of
a
new
Branch
to
be
known
as
the
East
Lancashire
and
District
Branch.
Its
first
chairman
is
Mr.
C.
M.
Thomas,
Rochdale
and
Mr.
A.
Bleackley,
Bury,
is
the
honorary
secretary.
The
other
section
of
the
one-time
Lancashire
and
Cheshire
Branch
is
now
known
as
the North-Western
Branch.
Mr.
J.
Woolfenden
remains
chairman
of
this
Branch and
Mr.
H.
Dodd
honorary
secretary.
Other
Activities.
Paper
restrictions
make
it
impos-
sible
to
give
accounts
of
the
various
subjects
that
have
been
dealt
with
by
the
National
Executive
during
the
year.
The
following
are
some
of
the
subjects
that
have
been
considered:
Superannuation
Fund
Manage-
ment ;
Making* up
of
military
pay
of
probation
officers;
Temporary
deputy
officers’
salaries;
Probation
officers’
War
Bonus:
Revision
of
Subsistence
Allowances:
Pen-
sions
Increase;
Recruitment
of
women
probationers
in
the
Services;
Payment
of
Conference
expenses
from
Probation
Committee
funds;
Home
Office
Inspectors’
reports.
