A
meeting
of
the
National
Executive
Committee
was
held
in
London on
December
6th,
1946.
Arising
from
Minutes
of
last
Meeting.
(a)
Films.
The
Berkshire,
Buckingham
and
Oxfordshire
Branch
and
the
Bristol,
Cotswold
and
Mendip
Branch
have
already
commenced
an
investigation
of
this
subject.
All
Branches
are
asked
to
take
up
the
matter.
Several
delegates
indicated
that
their
Branches
would
be
glad
of
some
guidance
as
to
the
lines
on
which
the
subject
should
be
studied.
(b)
Motor
Car
Deliveries.
It
was
reported
that
the
Home
Office
had
promised
to
give
support
to
applications
from
individual
officers,
received
with
the
backing
of
their
committee,
for
priority
delivery
of
cars.
In
actual
practice
it
appeared
that
the
effectiveness
of
this
support
depended
upon
the
attitude
of
the
dealer
from
whom
the
car
had
been
ordered.
(c)
Unpaid
Bonus.
News
had
been
received
that
the
payment
of
the
overdue
bonus,
referred
to in
the
last
Minutes,
had
been
made
retrospective.
Membership.
(a)
A
list
of
new
members
elected
is
given
elsewhere
in
this
issue,
incorporated
with
the
list
held
over
from
the
last
issue.
(b)
Miss
Revell,
of
Hull,
was
elected
to
the
roll
of
Honorary
Life
Members.

Financial
Statement.
(a)
A
very
satisfactory
financial
statement
was
presented
and
authority
was
given
for
the
payment
of
grants,
under
section
11
(f)
of
the
Constitu-
tion
to
the
Essex,
Middlesex
and
Surrey
Branches.
(b)
Suggestions
for
future
development
were
outlined
on
behalf
of
the
Honorary
Treasurer
and
the
suggestion
made
that
members
should
think
over
these-before
the
next
meeting,
which
would
come
after
the
end
of
the
financial
year.
Suggestions
put
forward
were
(1)
The
advisability
of
starting
a
reserve
fund
which
in
a
few
years’
time
might
form
the
nucleus
of
a
fund
to
start
a
Probation
Officers’
Centre
in
London;
(2)
the
desirability
of
being
able
to
offer
amenities
to
members
similar
to
those
provided
by
some
other
Associations.
It
was
also
suggested
that
the
establishment
of
a
Convalescent
Home
for
Probation
Officers
might
be
considered.
(c)
The
appointment
of
an
assistant
for
the
ofhce
was
confirmed.
(d)
It
was
agreed
that
the
Association
should
make
itself
responsible
for
the
legal
expenses
of
a
member
who
was
to
face ,a
Committee
of
Enquiry.
Report
on
Handbook.
Authority
was
given
for
the
signature
of
a
formal
letter
accepting
the
publisher’s
terms
for
the
publication
of
the
new
Handbook.
The
format
of
the
book
was
agreed
upon
and
it
was
also
agreed
that
the
Home
Secretary
be
asked
to
write
an
Introduction
to
the
book
and
the
President
of
N.A.P.O.
the
Preface.
Report
of
Conference
Sub-Committee.
It
was
reported
that
accommodation
had
now
been
definitely
reserved
at
Durham
for
the
holding
of
the
Annual
Conference
there
on
July
llth,
12th
and
13th,
1947.
Report
of
Edridge
Benevolent
Fund
Committee.
Mr.
Hutchings,
having
been
elected
Chairman
of
the
Fund
for
the
ensuing
year
at
the
meeting
of
the
Committee
held
on
the
previous
evening,
presented
a
report.
Since
the
last
meeting,
,P,15
had
been
received
from
the
Carlisle
Sunday
Entertainments
Fund,
£10
from
Wellington,
£2
from
the
East
Lancashire
Weekend
Conference,
and
£2
5s.
6d.
from
the
Berkshire,
Buckinghamshire
and
Oxfordshire
weekend.
The
present
commitments
amounted
to
£ 200
a
year,
and
it
was
hoped
that
the
Branch
Edridge
Correspondents
would
encourage
mem-
bers
to
pay
their
Edridge
subscriptions
when
paying
their
membership
subscriptions.
Miss
Ralli
had
interested
the
officials
of
the
Royal
Almonry
Fund
in
three
of
the
Edridge
cases,
and
forms
of
application
for
assistance
from
that
source
had
been
submitted.
Mr.
Hutchings’
report
was
received
with
a
special
expression
of
thanks
to
Miss
Ralli
for
her
interest
and
support.
Clarification
of
Wording
of
Constitution.
Various
pro-
posals
were
adopted
for
submission
to
the
next
Annual
Meeting
of
the
Association.
Should
the
provision
for
the
af~liation
of
groups
of
probation
offices
and
others
outside
the
United
Kingdom
be
adopted
by
the
Annual
Meeting,
it
was
agreed
that
the
terms
of
afhliation
should
be
a
per
capita
basis:
10s.
6d.
for
probation
ofhcer
members,
5s.
for
Associates,
the
secretaries
of
such
ainliated
bodies
to
be
supplied
with
all
Executive
papers, individual
members
to
be
supplied
with
&dquo;Probation&dquo;
as
published
and
to
be
allowed
facilities
for
attending
National
Conferences
and
Branch
meetings
during
any
period
in
which
they
may
be
in
England.
Departmental
Committee
on
the
Administration
of
the
Divorce
La,w.
A
report
was
given
by
Mr.
Trusler
on
the
attendance
of
N.A.P.O.
representatives
at
the
House
of
Lo~rds
on
November
5th.
Royal
Commission
on
Justices
of
the
Peace.
Mr.
Staveley
reported
on
the
attendance
of
N.A.P.O.
representatives
to
give
evidence
before
the
Royal
Commission
on
November
20th.
Increased
Salary
Scales.
Attention
was
drawn
to
the
circulated
Memorandum
giving
details
of
the
salary
in-
creases,
and
the
following
resolution
was
passed:
&dquo;That
N.A.P.O.
very
much
regret
the
differentiation
between
men
and
women
in
the
maximum
point
in
the
scales.&dquo;
It
was
agreed
that
in
view
of
the
increased
probation
officers,’
salaries,
the
General
Purposes
Sub-Committee
should
be
asked
to
consider
the
salary
of
the
General
Secretary.
Report
of
General
Purposes
Sub-Committee.
A
report
of
a
meeting
held
on
November
8th
was
accepted,
covering
the
following
points:
(a)
Homes
and
Hostels.
It
was
agreed
that
the
Homes
and
Hostels
Association
be
approached
and
repre-
sentatives
invited
to
meet
the
General
Purposes
Sub-
Committee
to
discuss
the
relationship
of
the
Probation
Service
and
Homes
and
Hostels.
(b)
Criminal
Justice
Bill.
A
special
Sub-Committee-
the
Chairman,
Miss
Ralli
and
Messrs.
G.
W.
Staveley,
I.
Elgar
and
N.
W.
Grant--was
appointed
to
prepare
for
and
study
the
Criminal
Justice
Bill,
