The National Lottery Regulations 1994

The Secretary of State, in exercise of the powers conferred by section 12 of the National Lottery etc. Act 1993 ( a) and of all other powers enabling him in that behalf, hereby makes the following Regulations:-

Citation, commencement and extent

1.-(1) These Regulations may be cited as the National Lottery Regulations 1994 and shall come into force on 1st April 1994.

(2) These Regulations extend to Northern Ireland.

Interpretation

2. In these Regulations-

"the Act" means the National Lottery etc. Act 1993; and

"National Lottery ticket" means a ticket or chance in a lottery that forms part of the National Lottery.

Age restriction on sales of National Lottery tickets

3. No National Lottery ticket shall be sold by or to a person who has not attained the age of 16 years.

Prohibition on sales of or invitations to purchase National Lottery tickets in a street

4.-(1) Subject to paragraph (2) below no National Lottery ticket shall be sold to a person, nor shall a person be invited to purchase a National Lottery ticket, in any street.

(2) Paragraph (1) above shall not have effect in relation to the sale of or invitation to purchase a National Lottery ticket by a person present in a kiosk or shop premises having no space for the accommodation of customers.

(3) In this regulation "street" includes any bridge, road, lane, footway, subway, court, alley or passage, whether a thoroughfare or not, which is for the time being open to the public without payment.

Prohibition of sales of or invitations to purchase National Lottery tickets on certain premises

5.-(1) No National Lottery ticket shall be sold to a person, nor shall a person be invited to purchase a National Lottery ticket-

(a) in any licensed betting office within the meaning of the 1963 Act or licensed office within the meaning of the 1985 Order;(b) on any approved racecourse within the meaning of the 1963 Act on a day on which horse races take place thereon;(c) on any licensed track within the meaning of the 1963 Act on any day on which under sections 5, 6 and 20 of that Act bookmaking may lawfully be carried out on the track or on any licensed track within the meaning of the 1985 Order on any day on which under articles 36, 47 and 48 of that Order betting may lawfully be carried out on the track;(d) in any premises used wholly or mainly for providing amusements...
