Re: Phoenix Energy Connection Policy – Issue 18
Thank you for submission, on 19 June 2023, of the draft of Issue 18 of your Connection Policy
(“the Policy”). We note that the draft contains a number of changes compared to the current
Issue 17, including:
Updates to costs (many of which are linked to your construction contract) and
allowances (to align with the GD23 final price control determination);
Drafting revisions to enhance accuracy, clarity and transparency of the Policy;
The introduction of a new service with associated charge (meter recommissioning
charge).
We request that you keep records on the number of instances and the circumstances when the
meter recommissioning service and charge are being applied during the first 12 months of the
Policy taking effect, and, within four weeks after the end of this period, provide us with a
related update to facilitate a review of the meter recommissioning arrangements.
We note that, pursuant to Condition 1.5.1 of your Licence, prior to submitting the Policy to us,
you have engaged with the Consumer Council for Northern Ireland (CCNI) on this Policy and
that CCNI did not request any drafting changes. You have also informed us that you will
provide an update on issue 18 of your Connection Policy to suppliers prior to it taking effect.
