In exercise of the powers conferred on me by section 33 of the Police Act 1964(a), and after consulting the Police Council for the United Kingdom in accordance with section 4(4) of the Police Act 1969(b), I hereby make the following Regulations:—
PART I
CITATION, OPERATION ETC.
1. These Regulations may be cited as the Police (Amendment) (No. 4) Regulations 1974.
2. These Regulations shall come into operation on 30th December 1974 and shall have effect as from that date except that—
(a) for the purposes of Regulation 4 thereof, they shall have effect as from 16th August 1974;
(b) for the purposes of Regulation 5 thereof, they shall have effect as from 1st April 1974.
3. In these Regulations any reference to the principal Regulations is a reference to the Police Regulations 1971(c), as amended (d).
PART II
PROVISIONS HAVING RETROSPECTIVE EFFECT
4. After Regulation 34(1) of the principal Regulations (reckoning of service in the Royal Ulster Constabulary) there shall be inserted the following provision:—
"(2) A member of a police force of the rank of constable shall be entitled to reckon, for the purposes of the scale of pay for that rank, any period of service in the Royal Ulster Constabulary.".
5. After Regulation 59 of the principal Regulations (special area under-manning allowance) there shall be inserted the following Regulation:—
"London allowance
59A. A member of the City of London or metropolitan police force of a rank not higher than that of superintendent shall be paid a London allowance at the rate of £201 a year.".

PART III
PROVISIONS HAVING EFFECT FROM THE COMING INTO OPERATION OF THE REGULATIONS
6. After Regulation 26(4) of the principal Regulations (public holidays and rest days for lower ranks) there shall be inserted the following provision:—
"(4A) Such a member who is required to do duty on a public holiday or a day which would otherwise have been a rest day and is given at least 29 days' notice of the requirement may, within 28 days of the day in question, elect to receive time off equal to one and a half times the period of completed quarters of an hour of duty by which his period of duty on...
