Questions for Purchasers
Has the purchaser thought through and funded
a range of advocacy schemes?
Can purchasers demonstrate concrete ways in
which users have influenced the purchasing
process and decisions?
How often do senior purchasing officers listen
directly to the every-day stories users tell of their
experiences of services?
Have service users been fully involved in the
development of strategic plans and then in the
designing of relevant service specifications?

Have staff been trained by users to listen to their
views in an empowering way?
Does the provider have Patients’ Councils or
other understood models in place which will
ensure regular feedback on services directly from
users?
How far does the board encourage user
empowerment and make itself open to scrutiny
by users?
Has the provider involved users in recruitment
of key staff and is there a policy on employment
of service users within the agency?
Questions for All Agencies
Is the agency explicit about the opportunities and constraints for users working with them?
How do users currently participate in monitoring key aspects of services such as the implementation of
the CPA?
Have chief executives and chairmen resolved for themselves the tension between the drive for more
restrictive services and the drive for greater user empowerment?
Has funding and training support been given to users on committee skills and have agencies changed
their own style of working to encourage greater user participation?
