Reports
of
this
nature
all
too
often attract
a
brief
flurry
of
media
attention,
a
few
kind
words
from
officialdom,
and
then
promptly
dis-
appear.
The
out-going
defence minister,
Gilles
Lamontagne,
for
example,
praised
the
report
but argued
that
there
was
simply
not
enough
money
to
give
it
substance.
While
it
is
true that
the
total
modernization
package would
outstrip
foreseeable
defence
spending,
Ottawa
could
implement
many
of
these
recommendations
-
and
make
at
least
a
start
on
the
remainder
-
without looting
the
Bank
of
Canada.
This
report
deserves
careful
consideration
from
practi-
tioners
and
pundits
alike.

One
of
the
problems
facing
the
reader
who
wishes
to
secure
the
publi-
cation details
of
a
treaty
is
the
lack
of
an
up-to-date and
readily
usable
index.
This
is
as
true
of
the
Canadian
Treaty
Series
as
it
is
of
any
other.
Professor
Wiktor
has now
provided
us
with
a
two-volume
Cal-
endar
going
back
to
the
beginning
of
the
Canadian
Treaty
Series
in
1928
and
including
as
well
such British
imperial
treaties
as
are
rele-
vant
to
Canada,
to
the
extent
that
they
figure
in
the
Treaty
Series.
Thus,
we
find
for
example
the
192o
Treaty regulating
the
Status
of
Spitzbergen
(CTS
1947/2),
the
1922
bilateral
Treaty
of
Commerce
between
Great
Britain
and
Spain
(CTS
1928/7),
or
the
Extradition
Treaty
of
1924
between
Great Britain
and Finland
(CTS
1928/13),
but
not the
Treaty
of
Versailles
or
even
part
I
thereof,
or
the
Covenant
of
the
League
of
Nations,
whereby
Canada
became
an
original
member
of
the League, an
action
which
contributed
greatly
to
the
confirma-
tion
of
its
international
status.
Professor
Wiktor
has
compiled
his
Calendar
in
a
fashion
