would consist in chasing up young people abroad after
ten
and ascertaining whether they are eighteen or not and whether
they have lawful authority to be at large.
Our
spirited
juveniles would no doubt enter into
the
game with zest.
Many
of them would be abroad after
ten
out of devilment and
if caught what are we to do with them?
Up
and down
the
country they might total several thousands a year. As it is
our
probation officers are overloaded,
our
approved schools
and detention centres are packed to capacity, and
the
plans
to provide more are far from realisation.
Arecent letter to the Press from Earl Winterton brings
us back to sanity. "Every pressure should be
put
upon
the
Government," he writes,
"to
introduce legislation to improve
police efficiency and, whatever it costs, to obtain more
recruits for
the
various forces through higher pay and
emoluments."

This
supplement to the best known and most used book on children and
young persons has been made necessary chiefly by the Adoption Act, 1958.
Other Acts of importance included are
The
Family Allowances and
National Insurance Act, 1956, and the Children Act, 1958. All these and other
Statutes have been incorporated with full annotation and with the new Rules
and Home OfficeCirculars.
In
addition the earlier material has been brought up to date by reference
to decisions of the HighCourt and amending Statutes.
The
Supplement requires no less than 176 pages, an indication that not
only is it indispensable
but
that
a new edition should be produced in the near
future. We cannot speak too highly of this addition to the main work by the
two able and experienced authors.
