Meantime,
and
speaking
as
one
who
has
lived
in that
country,
I
would
direct
your
attention
to
the
words of
caution
in
the
author's
preface:
'Reports
of factions,
rivalries, enmities, alliances,
and
ambitions
are
plentiful
in
Afghanistan,
but
definitive
information
is
scarce.
Even
when
genuine,
evidence
based
upon
personal
factors
tends
to
distort
or
obscure
the
causes
of
events.
Caution
must
be
applied
especially
to
the
most
recent
political
developments.'

Professor
Pentland's
book
makes
a
significant
contribution
to
the
voluminous
literature
on
integration
theory.
Appropriately
noting
the
chaotic
state
of
the
field
at
the
present.
time
(there
is
not
even agree-
ment
on
a
common
definition
of
the
concept
of
integration),
he
at-
tempts
to
impose
some
order
by
identifying
four
main
approaches:
the
pluralist,
the
federalist,
the functionalist,
and
the
neo-functionalist.
He
analyses
and
criticizes
each
approach in
terms
of
its
strengths
and
weaknesses
in
explaining
the
process
of
integration.
At the
same
time,
he
endeavours
to
point
out
the
similarities
and
incompatibilities
be-
tween
the
different approaches,
facilitating
his
task
by
making
com-
parisons
on
three
different
levels
of
analysis:
the
international
system,
the
state,
and
the
individual.
His
concern
is
with
how
integration
will
affect
the
nature
of
the
international
system,
the
actions
of
states,
and
the
behaviour
of
citizens
of
countries
participating
in an
integration
experiment.
