These
two
books are
similar
in
some
ways,
as
is
indicated
by
Levi's
contribution
to
the
Haas collection.
Both
authors
must
be
placed
on
the
scientific side
of
the
continuing,
unnecessary,
dispute
about
ap-
propriate
methods
for
the
study
of
international
relations. Haas,
indeed,
is
one of the
most energetic
of
the
recent
polemicists
and
his
final
essay,
'The
Future
of
International
Relations
Theory,'
attempts
to
work
out
a
reconciliation
for
'yet
another
decade
of
massive
progress.'
Levi
for
his
part
has
at
the
end
of his
book
a
seventeen-page
section
of
notes
and bibliography
of
'quantitative
studies
relevant
to
statements made
in
the
text,'
which
comprises
a useful
selection
of
the
behavioural
approach
referred
to
in
Haas's
subtitle. Both
books
also
explicitly
share
a
systems-analytic
approach.
Beyond
this,
they
are
very
different.
To
begin
with,
the
Haas
volume
is
a collection
of
articles
by
nine
scientific
hands,
held
together
only
by
Haas's
four
contributions,
including
lengthy
introductory
and
concluding
essays.
Haas
states
that
'each
chapter
was
selected
because
it
would
cover
one
of
the
twelve
functions' which
he
uses
as
the
basis
of
his
own
analysis
of
international
politics.
But
he
did
not
reveal
this
principle
of
organization
to
the
contributors.
The
result
is a
volume exceptionally
jerky
and
discontinuous
even
for
the
notoriously
unco-ordinated
genre
of
commissioned
anthologies.
