Nevertheless,
Raman's
careful
and
practical
approach
provides
an
excellent
guide
to
would-be
mediators
as
well
as
a
seminal
study
of
considerable
interest
to scholars.
His
concluding
suggestion
'that
the
Secretary-General
organize
informally
and
on
an
ad
hoc
basis
for
each
conflict
situation
a
small
advisory
committee
in
which
knowledgeable
senior
officials
of
the
Secretariat
and
of
the
specialized
agencies
can
take
part in
exploring
with
the
parties
possible
ways
and
means of
re-
dressing
their
apparently
incompatible
demands
through
a
collective
United
Nations
programme'
deserves
consideration.

is
the
third
of
a
four-volume
series
spon-
sored
by
the
Carnegie
Endowment
for
International
Peace.
Its
focus is
on the
United
Nations headquarters
in
New
York,
the
first
volume
having
been
prepared
by
Michel Virally
on the
European
headquarters
in
Geneva
and
the
second
on
all
the
United
Nations organizations
with
their
bases
in
Europe.
The
third
volume
as
I
saw
it
is
in
the
French language
'adapt6
de
l'anglais.'
It
is
the
careful work
of
a
former
diplomat
from
Sri
Lanka,
who
is
now
on
the
staff
of York
University,
Toronto,
and
it
will
be
of
considerable value
to
diplomats
and the
academic
community
alike.
As
John
Goormaghtigh
writes
in
his fore-
word,
the
accent
of
this
volume
is
essentially
on
theoretical
analysis
rather than
on
a
concrete and
specific
study
of the
function
of
the
various
permanent
missions
to the
multilateral
organizations examined.
A
fourth
volume
in
the
series
is
to
provide
an
analysis,
again from
a
theoretical
viewpoint,
of
the
general
conclusions
of the
separate
studies
as
a
whole.
