The
work tends
to
become
diffuse.
In
the
laud-
able
desire
to
cover
much
in
a
limited
compass,
any
exhaustive
legal
treatment
of
a
specific
subject
has
inevitably
to
be
sacrificed.
Nevertheless
one
must
pay
tribute
to
Professor
Green
for
his
cour-
age
in
embarking
upon
an
ambitious
project.
For
the
serious
student
of
international
law
there
are
many
percipient
observations
about
law
and
society.
It
is
much
to
be
hoped
that
Professor
Green
will
in the
not
too
distant
future
give
us
the
benefit of
his long experience
in
thinking
and
writing
about
international
law by
way
of
sustained
treatment in
a
monograph.
The
book
under
review
displays
beyond
doubt
that
the
serious
student
of
international
law
will
demand
no
less
from
him.

This
is
an
important
book.
Part
polemic,
part
textbook,
and
part
a
more
fundamental attempt
to
examine
a
number
of philosophical and
conceptual
perspectives
on
world
politics,
it
presents
an archetypical
expression
of
that
school
of
thought
which
draws
upon
the
writings
of
Martin
Wight
and
C.A.W.
Manning.
It
is
an
exceptionally
articulate
exposition,
although
the
very
clarity
of
the
argument
serves
to
high-
light
the
oversimplifications
of history,
politics,
and
philosophy
on
which
its
conservative
outlook
depends.
Bull
has
for
long
championed
a
Grotian
conception
of
world
poli-
tics.
Sovereign
states
are
seen
as
the
principal
actors,
although
they
are
bound
by
the
rules
and institutions
of
the
society
which
they
form.
