Dr.
Grunhut's
book
is a
survey
of
juvenile
delinquency
in
England
and
Wales,
and
of
the
methods
of
treatment
based
on
the
local
experience
in 134 police
districts.
Carefully
compiled
statistics
show
the
variations in
the
incidence
of
juvenile
delinquency
in
different
parts
of
the
country,
and
the
figures
are
accompanied
by
shrewd
and
expert
analysis
and
interpretation.
One
conclusion
of
significance is
that
the
post-war
increase in
juvenile
crime
is largely in
those
areas
where
the
delinquency
rate
has always
been
high-mainly
in
the
North
of
England.
Dealing
with
treatment,
the
author
draws
attention
to
the
remarkable
increase
in
the
number
of
juveniles
who
are
now
fined,
while
the
proportion
of
probation
orders
has
declined
compared
with
pre-war
days;
this
is
particularly
true
in
areas
of
high
delinquency.
Thus
is
raised
the
question,
do
high
or
10""
probation
rates
and
a
sparing
or
frequent
resort
to fines
indicate
a
different
personal
outlook
on
the
par;
of
the
Magis-
trates,
or
do
they
reflect
changes
in
the
pattern
of
delinquency?
This
problem
is
investigated
with
care
but,
perhaps
inevitably, no really conclusive
answer
is
reached.
This
is a
book
that
every
juvenile
court
justice
should
study
with
care;
if
only
for
the
reason
that
it is
not
often
that
such
a
mass
of
factual material is
made
available
in so
compact
and
intelligible a
form.
