these
concerns,
Boyer's
arguments
are sophisti-
cated
and
persuasive.
His
critique
of
previous
work
on
the
subject,

ticularly
the
'single
public
goods'
model
of
alliance
security,
is
superior.
The
synthesis
of
public
goods
and
comparative advantage
provides
an
important
and
original
contribution
to
the
literature
on
alliances,
pub-
lic
goods
theory, and
international
co-operation.
I
recommend
the
book
highly
to
anyone
working
in
these
areas.

This volume
is
a
collection
of
case-studies
exploring
the
ethical
dimen-
sion
of
international
affairs.
No
new
ground
is
broken,
but
that
was
not
McCleary's
purpose,
for
the
book
is
designed
as
a
teaching
tool.
The
studies provide
students
with
a
common
stock
of
knowledge
on
specific
historical
episodes,
whence
it
is
hoped
independent
analysis
and informed
classroom
debate
may
spring.
The
case-studies
address
a
number
of
issues
central
to
ethics
and
international
relations:
intervention
(the
United
States
invasion
of
Pan-
ama);
sovereignty
(the
law
of
the
sea
negotiations);
diplomacy
(the
peace
talks
between
the United
States
and
North
Vietnam
in
1972);
economic relations
(the
negotiations
of
the
International
Monetary
Fund
with
Nigeria,
the
1986
GATT
dispute
between
the United
States
and
the
European
Community);
and
the
environment
(the
destruction
of
the
Brazilian
rain
forest).
The
material
is
primarily
factual
rather
than
analytical
or
judgmental. Indeed,
in
some
cases,
little
more
than
a
chronological
enumeration
of
events
is
provided.
Reflection
is
left
to
the
reader.
For
students
well
versed in
the
wider
issues
surrounding
a
topic,
