Programme
effectiveness
and
a
focus
on
education
and
employability
are
key
elements
in
working
within
the
prison
system
to
reduce
offending
once
released.
Following
on
from
Jack
Straw’s
piece
is
an
interesting
article
looking
at
the
debate
surrounding
needle
exchange
within
prisons
and
a
thoughtful
piece
on
the
management
of
prisoners
with
a
mental
disorder.
The
Handbook
is
very
good
on
important
practical
issues.
The
details
regarding
visiting
arrangements
for
each
prison
and
directions
are
a
good
example.
The
fact
that
the
book
makes
an
impassioned
case
for
better
visiting
facilities
and
booking
arrangements
is
a
reminder
of
the
advocacy
role
it
undertakes.
With
some
forecasters
predicting
a
rise
in
the
prison
population
to
80,000
within
the
next
seven
years
it
is
vital
that
what
takes
place
within
those
prisons
is
both
constructive
and
progressive.
There
was
a
commitment
from
the
past
Director
General
of
the
Prison
Service
to
a
more
outward
looking
service
and
in
the
forward
to
this
book
the
current
Director
General,
Martin
Narey,
reiterates
this
position.
