xxxii.
An Act for paving, lighting, watching, draining,
supplying with Water, cleansing, regulating,
and otherwise improving the Township of Rhyl
in the County of Flint, for making a Cemetery,
and for establishing and regulating a Market
and Market Places therein. [28th May 1852.]

HERE AS the Town of Rhyl in the Parish of Rhuddlan in
the County of Flint contains a numerous and increasing
Population, and is a Place of great Resort by Persons in the
Summer Season, as a bathing and watering Place : And whereas the
said Town and the Vicinity thereof are badly paved, drained, cleansed,
watched, lighted, and watered, and no sufficient Authority exists for
the Management and Regulation of the same : And whereas it would
be of material Benefit and Advantage to the Inhabitants of the said
Town and the immediate Vicinity
thereof,
as well as to all Persons
resorting to the sapae, if certain Persons were incorporated Commis-
sioners as herein-after mentioned, with sufficient Powers for paving,
lighting, watching, draining, cleansing, supplying with Water, pro-
viding a Cemetery, and for otherwise improving and regulating the

same, and also for establishing, holding, and regulating a Market
therein; but the same cannot be effected without the Aid and Autho-
rity of Parliament: And whereas Her Majesty is seised in right of Her
Crown of the Manor or Lordship of Englefield in the said County of
Flint, and Her Majesty claims to be entitled to the Soil of all Com-
mons,
Wastes, or Marshes within the same Manor or Lordship : And
whereas Her Majesty in right of Her Royal Prerogative is or claims to
be also seised of or entitled to the Sea Shore and the Shores of all
Arms of the Sea and navigable Rivers below High-water Mark at
ordinary Spring Tides which is or are adjacent to or within the said
Manor or Lordship, and Her Majesty claims to be entitled in right of
Her said Prerogative to all Lands embanked or reclaimed from such
Sea Shore and Shores below the High-water Mark aforesaid: May it
therefore please Your Majesty that it maybe enacted; and be it enacted
by the Queen's most Excellent Majesty, by and with the Advice and
Consent of the Lords Spiritual and Temporal, and Commons, in this
present Parliament assembled, and by the Authority of the same,
Short Title. L That in citing this Act in other Acts of Parliament, and in legal
Instruments and other Proceedings, it shall be sufficient to use the
Expression " The Rhyl Improvement Act, 1852."
II.
That the Limits of this Act for Improvement Purposes shall
comprise and include the whole of the Township of Rhyl, in the
Parish of Rhuddlan in the County of Flint.
III.
That the Commissioners hereby incorporated may from Time
to Time erect Bound Stones or Posts, for the better ascertaining and
preserving the Limits of this Act,
IV. That " The Commissioners Clauses Act, 1847," (except so
much of Section 21 as relates to the giving Notice by Advertisement
of the Annual Meeting for Election of Commissioners,) shall be incor-
porated with and form Part of this Act.
V. That a Number of Persons, qualified in the Manner herein-after
provided, shall be elected by the Owners of Property and Ratepayers
within the Limits of this Act, to be Commissioners for the Purpose of
carrying this Act into execution, such Number not to exceed Thirty
at any One Time ; and such Commissioners for the Time being shall
be elected for the whole of the District comprised within the Limits
of this Act, and shall be a Body Corporate by the Name of " The
Rhyl Improvement Commissioners,"" and by that Name shall have
perpetual Succession and a Common Seal, and shall have Power to
sue and be sued, and to take, purchase, and hold, sell and convey,
Lands, Tenements, Hereditaments, Goods, Chattels, and other Pro-
perty, for any of the Purposes of this Act; and Documents, or Copies
of
