The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred by section 41(1), (2) and (5) of the Road Traffic Act 19881and of all other powers enabling him in that behalf, and after consultation with representative organisations in accordance with section 195(2) of that Act, hereby makes the following Regulations:–
Citation and commencement
1. These Regulations may be cited as the Road Vehicles (Construction and Use) (Amendment No. 2) Regulations 1999 and shall come into force on 31st July 1999.
Amendment of the Road Vehicles (Construction and Use) (Amendment) Regulations 1999
2. The Road Vehicles (Construction and Use) (Amendment) Regulations 19992shall be amended as follows.
In regulation 3 (amendment of Schedule 7B of the Road Vehicles (Construction and Use) Regulations 19863) in the substituted paragraph 7(b) to Schedule 7B of the Road Vehicles (Construction and Use) Regulations 1986 for the words “Fifth Edition” there shall be substituted “Fifth Edition corrected version”.

The Road Vehicles (Construction and Use) (Amendment) Regulations 1999 amended the definition of “the emissions publication” in Schedule 7B to the Road Vehicles (Construction and Use) Regulations 1986 so as to refer to the most recent (i.e. the fifth) edition of this publication entitled “In-Service Exhaust Emission Standards for Road Vehicles”. A new version of the publication has been issued to correct an error in the original publication. These Regulations amend the previous amending Regulations so that they now refer to the corrected version.
