About the Utility Regulator
Utility Regulator is the independent non-ministerial government department responsible for
regulating Northern Ireland’s electricity, gas, water and sewerage industries, to promote the
short and long-term interests of consumers.
We are not a policy-making department of government, but we make sure that the energy and
water utility industries in Northern Ireland are regulated and developed within ministerial policy
as set out in our statutory duties.
We are governed by a Board of Directors and are accountable to the Northern Ireland
Assembly through financial and annual reporting obligations.
We are based at Queens House in the centre of Belfast. The Chief Executive leads a
management team of directors representing each of the key functional areas in the
organisation: Corporate Affairs, Markets and Networks. The staff team includes economists,
engineers, accountants, utility specialists, legal advisors and administration professionals.

The purpose of this document is to consult stakeholders on the proposed high level approach
to the next price control for Northern Ireland Electricity Networks (NIE Networks). NIE
Networks develops, maintains and operates the transmission and distribution networks which
bring electricity to our homes, places of work and social activity This price control is due to be
effective from 1 April 2024.
Industry, consumers and statutory bodies.
NIE Networks has a pivotal role in society. It develops, maintains and operates the
transmission and distribution networks which bring electricity to our homes, places of work
and social activity. The effectiveness and efficiency of NIE Networks and the way it interacts
with consumers is important to us all. The implementation of a new Energy Strategy, with the
objective of delivering net zero, will result in changes in patterns of consumption and
consumer expectations. It will require new ways of working and technologies to deliver in a
changing and uncertain environment.
Our RP7 price control aims to enable NIE Networks to deliver the quality outputs that
customers need and to set a framework for economic regulation of the sector through a
period of transition at the lowest cost.
