HEREAS by an Act passed . in the Tenth Year of the

andfor establishing a Market within the
said Town,
herein-after referred to as " The
Ryde
Improvement Act,
1829," a Part of the Parish

of
Newchurch
in the
Isle of Wight,
therein described, was constituted the Town of
Ryde
in the
Isle of
Wight,
and certain Persons named and described in such Act were
thereby appointed Commissioners for carrying such Act into execu-
tion, by the Name of " The Commissioners for improving the Town
of
Ryde
in the
Isle of Wight,"
herein-after referred to as " the old

ommissioners ;" and by such Act the Commissioners thereby consti-
tuted were empowered to establish and hold a Market daily and
every Day, or less frequently, as they should think proper, in the said
Town, either in the Streets, or in such said Place or Places within the
[Local.]

Limits of the Act, as the said Commissioners should from Time to
Time appoint ; and for the more convenient holding the said Market,
and carrying the other Purposes of the Act into execution, the Com-
missioners were authorized and empowered to erect in any convenient
Part of the Town, on any Land to be purchased by them for that
Purpose, a Market House or Market Shed or Sheds, and either with
or without any Room or Rooms for the Meeting of the Commis-
sioners and other Public Meetings and Business of the Town ; and
when and as soon as any Market House, Shed or Sheds, should be
so set up, erected, and completed, and fit for the Reception of Persons
exposing to Sale Goods or Things in the said Market, and should be
certified to be so completed by any Two Justices of the Peace as in
the said Act mentioned, the same should be the only Market Place of
or for the said Town, and it should from thenceforth be lawful for
the said Commissioners, and they were thereby authorized, to ask,
demand, collect, receive, and take from the Persons in the said Act
mentioned the several Tolls or Sums of Money mentioned and
specified in the Schedule to the said Act annexed ; and the said Com-
missioners were thereby empowered to borrow and take up at Interest
any Sum or Sums of Money not exceeding the Sum therein men-
tioned, upon the Credit of the Tolls, Rates, or Assessments by the
Act granted and made payable, and by any Writing under their
Hands and Seals to mortgage, demise, grant, or assign over the said
Tolls, Rates, or Assessments, or any Part or Parts thereof, to the
Person or Persons who should advance or lend such Money : And
whereas the Market House mentioned by the said Act was built
with Rooms and other Conveniences for the Meetings of the said
Commissioners, and the said Commissioners raised and borrowed for
the Purposes of such Erection the full Amount authorized by the said
Act, and the Sum of Four thousand seven hundred and thirty-one
Pounds Ten Shillings is now due upon Mortgage of the Tolls, Rates,
and Assessments authorized by the said Act : And whereas by an Act
passed in the Fifty-third Year of the Reign of His late Majesty King

Highways Act," the Parishes of
.Newchurch
and
Saint Helen's,
and
certain other Parishes and Places in the Island, were consolidated for
the Purposes of such Act : And whereas by " The
Ryde
Improve-
ment Act, 1847," the said Highways Act, so far as it related to the
Town of
Ryde,
with the Exception therein mentioned, was repealed,
and it was enacted, that from and after the Expiration of Five Years
from the passing of that Act the
Ryde
Commissioners were authorized
and required, yearly and every Year, to pay off and discharge One
Twentieth Part of all Monies due or thereafter to become due under
that or " The
Ryde
Improvement A ct, 1829 :" And whereas by an
Act passed in the Fifty-second Year of the Reign of His said late

and Landing Place at
Ryde
in the
Isle of Wight, herein referred to
as " The
Ryde
Pier Act," the Company thereby formed and con-
stituted were authorized and empowered to make, construct, build,
maintain, and support such Quays, Wharfs, and other Works, Build-
ings, or Matters and Things, as they should deem necessary for the
making a safe, commodious, and sufficient Pier and Landing-place for
the landing and shipping of Passengers, lading and unlading Goods,
Wares, Merchandises, and other Matters and Things, and for the
convenient Supply of fresh Water to Ships and other Vessels resorting
to the said Pier or Landing-place, or the adjoining Shore : And
whereas the said. Town of
Ryde
is greatly resorted to by Visitors in
the Summer Months, and the Number of Inhabitants has of late Years
very greatly increased, and the Streets of the said Town are extended
beyond
the
Boundaries defined by " The
Ryde
Improvement Act,
1829 :" And whereas the only Supply of Water to the Inhabitants of
the Town is obtained from Wells or from the Works constructed by
the
Ryde
Pier Company, and such Supply is impure and insufficient,
and. a better Supply can be obtained from Sources at a Distance from
the Town: And whereas a great Nuisance is caused to the Inhabitants
and Visitors to the said Town from the Want of a regular System of
Sewerage, and from the Discharge of many existing Sewers and Drains
upon the Seashore ; and for the cleansing of the Shore, and the
Regulation of Persons bathing thereon, it is expedient that the
Boundaries of the Town should be extended, and that a new govern-
ing Body, with ample Powers for the Management and Regulation of
the said Town, and for the greater Convenience of the Inhabitants
and Visitors resorting thereto, should be constituted; but such several
Objects and Purposes cannot be effected without the Authority of
Parliament : May it therefore please Your Majesty that it may be
enacted ; and be it enacted by the Queen's most Excellent Majesty,
by and with the Advice and Consent of the Lords Spiritual and
Temporal, and Commons, in this present Parliament assembled, and
.by the Authority of the same, as follows :
