We

admitted

is

have

appointed

serving
officers.
We
have
kept
the
names
of
several
trainee
members

our
records
in
the
hope
that
they
would
be
joining
us,
and
these
must,
of
course,
be
deleted
if
they
do
not
become
members
of
the
Association.
ANNUAL
CONFERENCE
.
The
Annual
Conference
will
be
held
in
the
Olympia
Ballroom,
Scarborough,
and
will
open
with
a
reception
by
the
Mayor
of
Scarborough
on
Friday
evening
April
29,
1949.
The
Annual
General
Meeting
of
the
Association
will
be held
on
Saturday,
April
30,
and
in
the
evening
of
that
day
the
Home
Secretary
will
address
the
Conference.
On
Sunday,
May
1,
discussions
will
centre
round
the
working
of
the
Criminal
Justice
Act,
1948,
and
the
new
Probation
Rules
which
we
hope
will
be
available
in
the
early
Spring.
The
Conference
will
close
on
Sunday
evening
with
some
thoughts
about
the
philosophical
basis
of
probation
work,
in
which
the
opening
address
will
be
given
by
the
Bishop
of
Ripon.
The
Conference
fee
will
be
about £ 3
5s.
inclusive
and
we
shall
be
glad
to
receive
preliminary
applications.
UGANDA
GROUP
We
are
very
pleased
to
be
able
to
announce
a
second
affiliation
from
a
group
of
probation
offices
and
asso-
ciates
abroad.
The
first
such
group
was
that
in
Trinidad
and
Tobago,
and
the
second
application
comes
from
Uganda.
Our
list
of
new
members
published
in
the
September/October
issue
last
year,
included
five
associate
members
from
that
protectorate:

Mr.
John

Watling,
who
left
this
country
a
year
ago
to
act
as
probation
officer
in
Uganda
was
already
a
member
of
N.A.P.O.,
and
he
now
has
three
assistant
probation
officers
who
have
all
applied
for
membership:
Mr.
Sepiriya
K.
Masembe,
Mr.
Yobu
Semindi
and
Mr.
Paul
Walusimbi.
We
welcome
them
into
our
Association
and
rejoice
with
Mr.
Watling
who
writes
to
emphasise
that
this
represents
100
per
cent.
membership.
CRIMINAL
JUSTICE
ACT,
1948
The
Criminal
Justice
Act
passed
last
summer
is
being.
brought
into
operation
piecemeal,
and
three
Orders
re-
lating
to
it
have
so
far
appeared.
The
sections
directly
concerning
probation
have
not
yet
been
affected,
apart
from
Section
43,
which
provides
that
a
copy
of
a
report
by
a
probation
officer
(to
any
court
other
than
a
juveniles
court)
shall
be
given
to
the
defendant
or
his
repre-
sentative.
Section
25
is
also
now
in
operation.
This,
limits
to
three
weeks
the
time
for
which
an
offender
may
be
remanded
after
the
case
against
him
has been
proved.
We
have
been
asked
to
publish,
for
the
information
of
probation
officers
and
others
interested,
details
of
the-
provisions
of
the
Act
now
in
operation
or
for
which
an
operative
date
has
been
announced.

Surrey
Branch
give
notice
of
their
first
residential
week-end
for
probation
officers,
magistrates
and
others
interested
in
the
work
of
the
courts.
This
will
be
held
at
the
Y.V~.C.A.,
Leatherhead,
on
April
lst,
2nd
and
3rd.
The
cost
will
be
about
35s.
Subjects
under
discussion
will
be
mainly
concerned
with
tfie
residential
treatment
of
delinquents
in
remand
homes,
approved
schools,
Borstals
and
prisons,
given
by
specialist
speakers.

Essex
Branch
recently
held
an
instructive
meeting
at
Brentwood
for
magistrates
and
probation
otficers.
The
speaker
was
Miss
G.
M.
Wansbrough-Jones,
Children’s
Officer
for
Essex,
who
gave
a
very
helpful
talk
on
the
work
of
her
department.
