The
new
Probation
Rules
came
into
operation
on
August
lst
and
with
them
all
the
relevant
sections
of
the
Criminal
Justice
Act.
1948,
were
brought
into
er‘Iect
under
the
date
of
commencement
(No. 3)
Order
1949.
The
details
of
previous
orders
have
appeared
here,
and
the
latest
one
brought
into
operation
from
August
1st
the
following
Sections
of
the
Act:
Sections
3
to
12
inclusive,
Sections
45,
46,
47,
49,
74
and
75,
and
the
appropriate
portions
of
Sections
77,
78,
79,
81
and
83;
Schedules
I
and
V
and
relevant
portions
of
Schedules
VIII,
IX
and
X.
This
Order
means
that
the
Act
is
completely
operative,
and
that
the
work
of
the
Probation
Service
is
now
governed
by
its
provisions
and
the
new
Rules.
SUPERANNUATION
AND
NATIONAL
SERVICE
We
have
received
copies
of
an
Order
and
explanatory
circular
making
provision
for
the
continuation
of
superannuation
rights
during
a
period
of
national
service,
and
aflecting
any
person
whose
superannuation
provisions
are
governed
by
the
Local
Government
Superannuation
Act,
1937
or
the
Superannuation
(Miscellaneous
Provisions)
Act
1948.
Serving
Probation
Officers
are
not
likely
to
be
affected
but
some
members
of
clerical
staffs
may
be,
as
the
Order
applies
to
those
called
on
to
undertake
national
service
after
April
lst,
1949.
Copies
of
the
Order
and
circular
can
be
supplied
from
this
office
to
any
member
wishing
to
see
them.

worker

we
know,

known
him.

Technically
all
were
due
not
later
than
June
30th.
We
have
on
our
books
a
total
of
over
1,500
full
and
associate
members.
On
June 30th
586
subscriptions
had
been
paid
for
this
year.
The
former
rule
by
which
all
those
who
had
not
paid
by
that
date
were
liable
to
be
fined
10s.
on
re-admission
to
membership
has
been
revoked;
and
we
hope
that
those
members
who
are
still
in
arrears
will
take
advantage
of
the
concession
in
the
right
way,
and
let
us
have
their
subscriptions
forthwith.

A
vacancy
exists
in
the
Department
of
Social
Welfare,
Hong
Kong,
for
a
male
Probation
Officer.
Applicants,
who
should
be
between
28
and
40
and
preferably
single,
should
have
matricu-
lated
and
successfully
completed
the
Home
Office
Probation
Officers’
course
as
a
minimum
qualification,
but
an
Honours
Degree
plus
a
Social
Science’
Diploma
or
Certificate
would
be
an
additional
recommendation.
They
should
also
have
Home
Office
Probation
Ofhcers’
professional
training
and
three
or
more
years’
experience,
in
probation
work
in
a
large
city.
The
successful
candidate
will
be
required
to
train
and
build
up
a
local
Probation
Service
and
to
accept
certain
executive
e
responsibilities
for
running
the
service
in
co-operation
with
the
Magistrates
and
Approved
Schools
and
under
the
adminis-
trative
control
of
the
Social
Welfare
Officer
of
the
Secretariat
for
Chinese
affairs.
Salary
$880-~960
per
month
(£660-~720
per
annum).
For

purpose
of

Hong
Kong
dollar
equals
ls.
3d.
Point
of
entry
to
be
determined
according
to
experience
and
qualifications
of
candidates.
Expatriation
allowance
of
approximately
20
per
cent.

basic

post
is

contract
for
three
years
with
a
possible
extension
to
a
fourth
year.
