This
is
the
second
edition
of
a
book
which
is
widely
accepted
as
the
best
non-technical
study
of
the
problems
of
disarmament
and
arms
control.
Mr.
Bull
has
a
way
of cutting
through
the
jargon
to
get
at
the
issues.
Here,
he
has
added
two
new
chapters
to
his
earlier
work.
In
the
first,
he
assesses
the
significance
for
arms
control of
an
inter-
national
system
which
is
becoming
less
polarized.
He
argues
that
because
"arms
control
solutions
based
simply
upon
Soviet-American
agreement"
are
increasingly
irrelevant,
many
of
our
twenty-year-old
assumptions
must
be
abandoned.
The
other
new
section
examines
the
problem
of
sanctions.
Mr. Bull reminds
us
that
although
the
technical
matters
(such
as "inspection")
are
important,
they
may
lead
to
a
misguided
attempt
to
"persuade
ourselves,
or
others,
that
the
political
facts
can
be
circumvented."
One
has
only
to
read
some of
the
American
literature
to
appreciate
the
aptness
of his
warning.

a
limited
amount
of
material
on
foreign
affairs.

table
of contents
provides
an
excellent
guide
to
this
useful
reference
work.
