Special Issue: Inclusive
post-secondary education and
persons with disabilities
Welcome to this Special issue of the International Journal of Discrimination and the Law
in which we are delighted to welcome our Guest Editors Professor Mark Bell, Trinity
College Dublin and Professor Laverne Jacobs, University of Windsor.
The focus of this special issue is a matter of concern for all of us. Despite the
globalisation of post-secondary education which has taken place over the last 25 years or
so, as the collection of articles in this issue shows, the exclusion of people with disabilities
from this sector persists as demonstrated through the barriers to access, and low par-
ticipation and completion rates compared to those of students without disabilities. The
articles are drawn from research across several jurisdictions and use both domestic and
international law and policy to provide informative and insightful analyses of both the
causes and effects of such exclusion providing, in some cases, examples of good and best
practice which, if more widely adopted, could help to make the promise of Article 24(5) of
the UN Convention on the Rights of People with Disabilities a reality. Weare sure that you
will enjoy reading and learning from these rich contributions as much as we have and
would like to thank Mark and Laverne and all of the contributing authors for their hard
work in bringing the issue to publication.
This is our last issue of the Journal as editors. We have enjoyed working with so many
of you over the last few years. Wewould like to express our gratitude to all of our authors,
reviewers and to the members of the Editorial Board. It has been a pleasure working with
you all.
We are leaving the editorial reigns in the very safe hands of a new team comprising
Professor Laura Carlson, Dr James Hand and Dr Panos Kapotas. We wish the new editors
every success in the future.
