Mr President of the Court of Justice, Mr First Vice-President of the Commission,
Distingu ished Guests, Ladies and Gentlemen.
I am very pleased to spea k to you at the close of this initial session of the conference
which will kee p us engaged today and tomorrow.
As our Rector has already a nticipated, I too consider it a privilege to host at our
University a meeting of thi s institutional and scienti c level.
On this issue, please a llow me a brief personal comment. I actually contr ibuted to
laying the foundations of the semester of the Italian Presidency in the area of just ice
as, at that time, I w as Minister of Justice. I tried to star t building the rst elements of
the team which is worki ng today. You will understand therefore how happy I am to
atte nd thi s impo rtant confer ence to day, now t hat I a m back t o my work a s a un iversit y
prof ess or an d to n ote a n ab solut e sen se o f cont inu ity in t he ap proa ch to thi s imp ort ant
matter both in top Europea n institutions and in the visions of the present M inister of
Justic e.
Finally, let me thank a ll those who for various reasons contributed to organising
this event and, as regards i n particular the areas of my responsibilit y, the Ministry ’s
representatives and my colleagues , some of whom will speak du ring the conference,
who contributed to developing the programme.
e months preceding to day’s conference have been a period of intense work and
pro table and stimulating excha nge among the di erent interested groups – Italia ns,
Latvians a nd Luxembourg nationals – a nd the Commission’s representatives. And I
believe that the result g ives credit to everybody’s e orts.
e way t he works and the di erent sessions are organised will a llow us to further
analyse the d i erent pro le s and the numerous problems inevitably caused tod ay by a
journey through t he competences of the European Court of Justice.
e authoritative speeches that preceded me helped reconstruct the framework
within which ou r conference nds its place.
I will thus on ly recall a few aspects which I t hink may better describe the mea ning
of our designed route.
* Pro Rector Vicar LU ISS Guido Carli and former It alian Minist er of Justice.
