HEREAS an Aft was pafied in theThi>tv-firft Year of

Reign
of His prefent Majefty King
George,
the Third, intituled, AnAtt

for
more effectually
amending^
widening^
and repairing the Road
through thefewratParl/besofSamtMic^^
Ridge,
and
South Mims, in the
Counties
«jf Hertford and Middlefex, where-
by feveral Afts therein mentioned, and relating to the faid Road were, re-
pealed
:
And whereas an Aft was pafled in the Thirty-fourth Year
of
the
R^ign of His faid Majefty, intituled,

the Purpofe of making a new Road at the Entrance into the
Town-
of Saint
Alban

And whereas the Truftees appointed
in
or by virtue
of
the faid
firft recited Aft, have made great rrogrefs in. the Execution
thereof,
and have alfo proceeded
in
the Execution
of
the faid Ad of the Thirty-
fourth Year
of
the Reign
of
His prefent Majefty, and
for the
Purpofe*
of

the faid feveral Afts, have from Time to Time borrowed feveral con?*
fiderable Sums of Money on the Credit of the Tolls authorized to be taken
by the faid firft recited Aft, which Monies, together wiih feveral other
Sums L{ Money, which were borrowed
on
the Credit of the faid former
Aft% fo repealed as aforefaid,
or
fome or One of them, ftill remain due,
and'cannot
be
repaid, nor can
the
faid Road be tffeftually amended,
widened, altered, improved, and kept in Repair, unlefs
the
Term ^and
Powers granted by the faid recited Aft

prefent Majefty, be enlarged

more convenient t6 the Truftees, and beneficial to the faid Road, if the
faid recited Aft of the Thirty-firft Year of the Reign of His prefent
Majefly Were repeated, afid further and more effectual Powers granted
in fie©

May it therefore pleafe Your Majefty that it may be
enabled} and be it enafted by the King's rnoft Excellent Majefty, by
and #ith the Advice and Confent of the Lords Spiritual and Temporal,
and Commons, in this prefent Parliament affembled, and by the Authority
of the fame, That, on the Twenty fourth Day of June next after the
palling of this Act, the faid Aft, paffed in the Thirty-firft Year of the
Reign of His faid prefent Majefty, (hall be and the fame is hereby declared
to be repealed ; and that inftead thereof this Aft lhall from thenceforth
commence and take Effeft: and be put in Execution, for and during the
Term herein-after mentioned, for the Purpofe of more efFeftualiy amend-
ing, widening, altering, improving, and peeping in Repair the Road be-
fore mentioned and defcribed; and that this Aft, and the Tolls, hereby
granted, fhall be and are hereby made fubjeft and liable to the Payment
of all Monies which have been borrowed, or are now due and owing on
the Credit of the Tolls authorized by the faid firft recited Aft to be taken
on the faid Road, and of all Monies which may hereafter be borrowed
on the Credit of the Tolls .hereby .granted, and all Imereft due and to
grow due thereon refpeftively,

And be it further emSed,. That in cafe any of the faid Truftees QR,IW;,
hereinbefore named, or to be ele&ed as hereinafter mentioned, {hall die, ^^||^;

it (hall be lawful for the furvivijig or remaining Truftees, or any
Five or more of them, by Writing under their Hands, to appoint Qne
other Perfon living within the Counties of Hertford or Middle/ex, to be a
Truftee in the Room of every Truftee fo dying, removing, refufing or
siegletting to aft ; Notice of the Time and Place of Meeting for every fuch
Appointment being fixed on all the Turnpike Gates ere&ed or continued
by virtue of this Aft, at leaft Ten Days before fuch Meeting j and ail
and every Perfons and Perfon, being qualified as herein-after men-
tioned, who thall be fo appointed, (hall be and are and is hereby
vetted with the fame Powers and Authorities for putting this Aft, in
Execution, as if they or he had been named Truftees or a Truftee in
this A&,.
IV. Provided always, and be it further enafled, That no Perfon {hall be Qualification
capable of a&ing as a Truftee in the Execution of tivis A£t* unlefe he (hall of Truftees.
at the Time.of acting, be in his own Right, or in tfie Right pf his ^ife,
in the actual Pofftffion and Enjoyment or Receipt of the Rents and Profit
of Lands, Tenements, and Hereditaments, of the clear yearly Value of
One hundred Pounds above Reprizes, or (hall h?ve or be pofftff^d of a
Perianal Eftate to the Amount or Value of One thoufand and five hun.4r.c4

tion it fhall be fufficient for the Plaintiff to prove that fuqh Perfon hath
