HEREAS by the Sutton District Waterworks Act 1871 the
Sutton District Water Company (hereinafter called "the
Company") were incorporated for the purpose of supplying with
water for public and private purposes the town parishes and
places in the county of Surrey described in the Schedule to this
Act (hereinafter called "the area of supply"):
And whereas the Company are the sole authority for the
supply of water within the area of supply and the town parishes
and places included therein are dependent on the Company for
and the Company are to the extent of all requirements for public
and private purposes within the area of supply under statutory
obligation to afford an adequate supply of water:
And whereas the population of the area of supply is growing
at a rapid rate and the consumption of water for public and
private purposes is much increasing:
And whereas for the purpose of protecting the springs and
watercourses of the district and of restricting the diversion of
water therefrom the Company are prohibited by section 4 of the
Sutton District Waterworks Act 1887 from sinking any further
wells within the area of supply:
And whereas in the matter of present requirements and of
future demand for water within the area of supply the Company
and the local authorities bodies and persons supplied by the
Company are dependent on the existing sources of supply:
And whereas it is expedient in the interests of such local
authorities bodies and persons and all other persons dependent on
