CHAPTER clxxü.
An Act for enabling the Metropolitan Board of Works to
A.D.
i887.
make a new means of communication across the River
Thames by means of a Tunnel or Subway at Blackwall.
[8th August 1887.]
"\T7HEREAS the making of a new means of communication
» » across the River Thames at Blackwall by means of a tunnel
or subway would be attended with great local and public advantage
and it is expedient that the Metropolitan Board of Works (in this
Act called " the Board") should be authorised to make the same
and to construet for that purpose the works herein-after described ;
And whereas the Board have caused to be deposited with the
respective Clerks of the peace for the counties of Middlesex and
Kent plans and sections describing the line Situation and levels of
the proposed works and the lands or other property in or through
which they will be made and a book of reference containing the
names of the owners and lessees or reputed owners and lessees and
of the oecupiers of the same lands and property and describing the
same lands and property and such plans sections and book of
reference are in this Act referred to as the deposited plans sections
and book of reference ;
And whereas the objeets af oresaid cannot
be
aecomplished without
the authority of Parliament;
May it therefore please Your Majesty that it may be enacted and
be it enacted by the Queen's most Excellent Majesty by and with
the advice and consent of the Lords Spiritual and Temporal and
Commons in this present Parliament assembled and by the authority
of the same as follows (that is to say):

This Act may be cited as the Thames Tunnel (Blackwall)
Short
title.
Act 1887.

In this Act the foilowing words and expressions have the Iutrepreta-

means
the Lands Clauses Oonsolidation
Acts 1845 1860 and 1869 (except section one hundred and
thirty-three of the Lands Clauses Consolidation Act 1845) as
the same are amended by the Lands Clauses (Umpire) Act
1883;
" Street" has the meaning assigncd to the same term in the
Metropolis Management Act 1855 and the Acts amending the
same:
'
Road authority " and " district" in relation to a road authority
have respectively the same meanings as are assigned to the
same terms respectively by the Tramways Act 1870 ;
"Justice" means justice cf the peace acting for the county
borough liberty or place where the matter requiring the cogni-
sance of any such justice shall arise and who shall not be
interested in the matter When any matter shall require to be
done- before justices the expression " two justices" shall be
understood to mean two justices assembled and acting together
in petty
sessions
or
a
metropolitan police magistratesittingalone;
" Lessee " includes any person holding a sub-lease ;
" Person " includes Corporation:
And the several words and expressions to which by the Acts
wholly or partly incorporated herewith meanings are assigned have
in this Act the same respective meanings unless there be in the
subject or context something repugnant to or inconsistent with such
construction ;
Provided always that for the purposes of this Act the expression
" the promoters of the undertaking " in the Lands Clauses Acts shall
be construed to mean the Board and that for the purposes of this
Act the expression " superior courts " or " court of competent Juris-
diction " or any other like expression in this Act or any Act wholly
or partly incorporated herewith shall be read and have effect
as
if the
debt or demand with respect to which the expression is used were a
simple contract debt and not a debt or demand created by Statute.

4. The Board may from time to time appoint a committee or

Committee. other purposes to manage and transact all or any of the matters or

and any such committee shall liave
so
much or so many of the powers A>:D-1887-
hy this Act conferred on the Board as from time to time the Board
may see fit to delegate to them.

Suhject to the provisions of this Act the Board may in the

lines or Situation shown on the deposited plans and according to the

levels shown on the deposited sections make a new means of com- and'wk^
munication across the River Thames at Blackwall comprising the connected
tunnel or suhway under the River Thames with the roads and therewith-
approaches thereto as herein-after described namely :
(A) A road commenciag in the county of Middlesex in the parish
of All Saints Poplar at the east end of the East India Dock Road
passing to and under the River Thames and terminating in the
parish of Greenwich hy a junetion with the main road between
Greenwich and Woolwich nearly opposite the western end of the
Greenwich Union Workhouse;
(B) A road in the said parish of Greenwich commencing by a
junetion with the new road (A) herehi-before described and
terminating by a junetion with the said main road between
Greenwich and Woolwich at the junetion therewith of Hörn
Lane and Coomhedale Road;
(0) A tunnel or subway by means of which the new road (A)
herein-hef ore described will be carried under the River Thames
commencing on the north in the county of Middlesex and
parish of All Saints Poplar near the eastern end of High Street
Poplar and terminating on the south in the county of Kent and
parish of Greenwich near the northern end of Ordnance R,oad
where it joins Blackwall Lane which tunnel or subway is in
subsequent provisions of this Act referred to as " the tunnel" ;
(D) A wTidening of the said main road from Greenwich to Wool-
wich commencing at the termination of the road (A) herein-
before described nearly opposite the western end of the
Greenwich Union Workhouse and terminating on the eastern
side of the street known as Church Street or Christ Church
Street where it joins Trafalgar Road;
(E) The alteration and diversion of Teddington Place in the said
parish of Greenwich between Ordnance Road and Blackwall
Lane.
The Board may also in connexion with the said works suhject to
the provisions of this Act construet all such approaches vaults cellars
arches sewers drains subways and other incidental works as may be
necessary or convenient including stairs or passages as means of
ingress or egress for foot passengers.
